General Information:
Originally the council members were elected, except for two seats, representing not just the City of Vale, but the Kingdom of Vale. The Minister of Defence and the Minister of Education had always been appointed offices, being filled by the head of the military and the headmaster of Beacon Academy, respectively. However, as land was lost to the Grimm and the other kingdoms began to fall much changed. Finally, shortly after Atlas fell, the council gave themselves emergency power, essentially becoming a dictatorship.

This isn't to say seats are permanent, just that public elections are no longer held. If a council member is found to be deeply corrupt, alienates the other members, or does something to turn the public against them, the rest of the council may vote to remove that person from their seat and find a replacement.

Shadow ministers are a relatively new role, coming into existence shortly after the fall of Mistral. With the death toll climbing and an entier Kingdom being overwhelmed, it became apparent that ministers needed a second in command who was well versed in the status of the office and could quickly step in if something happened to the minister. Shadows were to take over the office until a new minister was elected, and get the new minister up to speed once elected. Shadows could be recommended by the minister, but it was the council who decided via vote if someone was to be a shadow minister. Thus it was possible to end up working with a shadow minister they did not choose and might not get along with.

After the fall of Atlas it became common for shadow ministers to simply take over the ministers' role, especially if they were killed, but sometimes even if they were voted out in disgrace. The council is simply too busy trying to keep the remaining civilization together to hunt for an appropriate new minister.

The head of the council arranges council meetings and sets the agenda of topics to be discussed. In the event of a tie, they are the tie-breaker vote. They are also the spokesperson of the council, in charge of relaying important information such as changes to laws, addressing major events or changes to the member of the council itself.

Shadow Minister of Defence: XXXThis role is given to the head of the military. Their primary focus is the defence of Vale, though they may call on Beacon or the Huntsman guild for assistance. They are also in charge of enforcing law and order within Vale. Lastly, they often lead joint excursions with Beacon or the Huntsman guild outside of Vale for a variety of reasons.

Minister of Education: Narx | narxfang | Aurtrox Ap Krayeth | Faunus (Swan)

Aurelia Hayes

This role is given to the Headmaster/mistress of Beacon Academy. For the last several years the main focus for this minister is the training of new huntsmen to the standards of the Huntsman Guild. However, they are responsible for all schools in Vale, including the non-combat schools. They must also aid the Military and Huntsman Guild in the defence of the city and excursions outside of the city.

Minister of Natural Resources: Lu | xLulie | Shin Leo Yatomura | Human (NPC)
This Minister is charged with overseeing the procurement, production and allocation of resources. Currently, the primary concerns are dust and water, however other things like metal and wood for building are also under their purview. They work closely with the other ministers, who all naturally want more resources for their departments.

Minister of Research & Development: Deadly | Deadly_Tiger | Dr. Sienna Graves | Human (NPC)
This Minister is charged with developing technological advancements to ease or solve the many problems Vale faces. They must prevent the hacking of government infrastructure and make sure all data is secure. They may be called upon to identify old or unknown technology and decrypt coded messages.

Minister of Agriculture:
This Minister is charged with the growth, production and distribution of food. This includes working closely with the Minister of Natural Resources to make sure farms have enough water and dust to run, as well as working closely with the Military to make sure farm lands are secure from grimm attacks. They must make sure food is safe for consumption, hand out food handling permits and works with the Minister of Trade on how food should be distributed.

Minister of Culture: Eiji | Eijiberry | Annamoretta des Requestrian | Faunus(Caracal) (NPC)

Quite possibly having the most difficult task of all the Ministers, this minister is charged with keeping the morale high in Vale. They largely have control over the media to prevent things that would cause division and negative emotions from being widespread. They work with the military to track down anyone attempting to broadcast negative content. Other initiatives include integrating holidays from the fallen Kingdoms into Vale and creating morale-boosting festivals.

Minister of Foreign Affairs:
Before the fall of the Kingdoms, this minister was charged with Vale's relationship with the other lands of Remnant. While the Minister of Foreign affairs still deals with the tribes and villages scattered across Vale, the death of the Immigration Minister resulted in Foreign Affairs taking on additional responsibilities. They manage migrants and refugees from lands fallen to Grimm. They work with the other ministers to make sure refugees have shelter and food, that they feel represented culturally and have opportunities for fair employment. This close work with Vale's most vulnerable also allows the Minister of Foreign affairs to gather intel on Vale's underground without too many questions.

This minister is charged with Faunus representation and promoting equal treatment. They work most closely with the culture minister to prevent anti-Faunus racism and the labour minister to make sure Faunus receives fair employment. This role has become especially difficult in recent years, as the activities of the Tribe and Crimson Fang have led to a growing anti-Faunus sentiment.

Minister of Trade & Finance: | Ghost | Ghost254 | Charlie Limax | Faunus (Slug) (NPC)

Shadow Minister of Trade & Finance: Kris CeruleanThis Minister is charged with the economic health of Vale. They hand out business permits and make very difficult decisions on tax rates. Taxes are often in the form of a percentage of the goods the business produces. As such, they work closely with the Ministers of Agriculture and Natural Resources, who oversee the most heavily taxed items. They also work closely with the Ministers of Defence, Foreign Affairs and Labour to set up and secure trade routes between villages and tribes.

This minister is charged with the health of Vale. They must manage the limited supplies available to provide the best health care possible. This often means preventative measures such as vaccination campaigns. Unfortunately, it also means a two-tiered health care system where the military, huntsmen and students of Beacon receive priority when it comes to surgeries and cybernetics. They also provide licenses to doctors, nurses and other health practitioners as well as health clinics. They are the head of the Vale Medical School and charged with efforts to recruit more people into health and set the standard to become a health care professional.

Minister of Labour: Eijiberry | Eijiberry | Agatane Von Lorenzia the XV | Human (NPC)
This minister is charged with the mobilization of the workforce and the protection of workers' rights. Examples include mobilizing the workforce to quickly repair any damage to the protective wall around Vale. They are responsible for public transit around the city. If there is a labour dispute this minister heads the arbitration board and makes sure workers aren't being taken advantage of by employers. They set labour standards and work closely with the Minister of Faunus Affairs to ensure there is equal representation in this time of rising racism. This Minister also chooses the leader of the Hunstman Guild. While the guild hands out huntsman licenses, it is under the jurisdiction of the Minister of Labour
