References: General idea was for her to take brief design ideas from Splatoon 2's Pearl, primarily the overall shape/dress shape; her associated colors are somewhere between this and this. Bows can be based off of squid tentacles, and I'd love for her to have a distinct brooch design! (Some sort of tiny hat combined with pigtails / a creative updo would be neat too, but I'm no designer, honestly.) Otherwise, CC.
Template Choice: Any of F35/F8/F45/F38 would probably work, depending on design!
Additional Info: Quest link had the civilian half reused for DMS Desdemona -- besides that, just keep her hair properly curly (tight curls; she's ethnically Jewish and Black), and we're right as rain.
