xxxx⚬ Charitable: Charity starts at home, but Evelyn likes to spread it around, too. It’s not just in a money sense, though she does donate a lot of her spare cash to causes she deems worthy or just the unfortunate guy on the corner asking for spare change. She likes to give, and not just for the ego boost that comes with it. Evelyn really, truly, desperately wants to make the world a better place for everyone and she uses what little resources she has to do what she can for who she can.
xxxx⚬ Straight and Narrow: Evie is definitely the straight man. A huge advocate of working within the rules, and never cheating, she keeps herself out of trouble and sleeps well knowing she did things the right way. The way it was meant to. The fair way. Rules are not meant to be bent or broken, they’re meant to be followed and she keeps faith in the system. Most times. But even when her faith wavers or is non-existent, she does not stray. And she tries to pull other people in to follow this philosophy too. If everyone was so observant of the rules and no one cheated, everything would work out!
xxxx⚬ Let’s Get Together: Evie doesn’t like doing things alone. She is quite certain most things cannot be done alone. She likes to be in a group, she likes to have other people around her. People to laugh with or debate with or even fight with. It’s all very preferable to trying to be the lone ranger when it comes to anything, from going to the movies or tackling school projects. Because of this, she not only approaches most anyone with an initially friendly attitude, she tries to pull everyone in. She invites the new kid no one knows to movie night. She includes friends of friends and tries to meld them into the group. And when people fight and try to escape? She’s right there, trying to mediate and get everyone back into cooperation.
xxxx⚬ White Knight: If there is one thing Evelyn really cannot tolerate its watching people get screwed. It takes very little to make her empathize with anyone’s plight, and sometimes it happens accidentally without the ‘victim’s knowledge. But once she’s on board, she’s willing to go to bat for you, whether it’s trying to argue your case to the nearest authority figure or gathering the people you need or just plain putting in her time for your goals. Just sit back and let Evie rescue you, she’s happy to help. She really, really wants to rescue you. Life is too hard to do it on your own!
Flaws:
xxxx⚬ Judgmental: It’s no secret Evelyn can be a bit preachy and overbearing, but most of that stems from this compulsive, instant judgment she tends to mentally pass on everyone she meets, and then some. Oh, you don’t care enough to give up a few bucks? Why are you so apathetic? Here she is, trying to make the world better for you and here you are not caring! Bad grades? That’s what you get for not working hard enough, you slacker. Your car is filthy, what is wrong with you? Don’t you have any pride? She doesn’t usually vocalize these thoughts unless she is reeeeally comfortable with the person she’s with, but she’s thinking it. You can bet everything she is definitely thinking it, and in the more moderate to extreme cases it is very clearly displayed on her face with a look of disgust or disdain.
xxxx⚬ Controlling: Evie will stand up and take the reins and lead the confused masses when no one else will. Thing is, she’s still willing to attempt to wrestle leadership positions away from people who are already in charge. While she has a lot of respect for the rules and system in place, she definitely doesn't hold a similar respect for authority figures upholding the system. The thing is, if she is not in control of the situation, she’s neurotic. If she makes a mistake while things are going wrong, that’s on her, but she can’t hope to prevent someone else’s when they’re calling the shots. How does she know they're competent? how does she know they aren't corrupting their position? She feels helpless when not in a leadership position and craves to correct that by striving to control her surroundings to an uncomfortable degree for anyone caught in them.
xxxx⚬ Bureaucratic: Evie is very dedicated to process and procedure. You cannot break the rules, even when those rules are completely stupid. She might b***h and complain and demonize the rules, but she will follow them without fail, because that is what you do. Bending and breaking rules leads to more bending and breaking. Who draws the line? Evie draws hers at the finite ‘never ever step out of the procedure ever’. Social procedure, legal procedure, school procedure, it does not matter. The most logical shortcuts and help around these things will not be touched. Help is cheating. Using your connections to circumvent the rules is cheating. She will take the long way even when the long way is stupid and counterproductive.
xxxx⚬ No sense of humor: She’s not joyless. In fact, Evelyn is a pretty happy person in general. But she is not a joker, she has never been a joker. She does not see the humor in situations everyone else does, she does not get you’re trying to be funny. She doesn’t usually make funny quips or jokes and when she tries (And she does try) they’re usually awful and embarrassing. She doesn’t see how they’re embarrassing. She doesn’t see how you’re funnier than her, and she cannot be spoonfed in to seeing why. Ever. No matter how hard you try, this is a social function she cannot wrap her head around.

Challenge: You're Out of Order.
Attacks:
Sailor Scout Attack: Eunomia’s Good Order
Eunomia targets a single enemy, and blasts them with a debuffing effect that, if it hits them, slows their movement. The slowing effect is dulled depending on how much higher in rank the target is. (Ex. Squires and Captains experience less trouble than Lieutenants and Pages.) Everyone within a 10 foot diameter of Eunomia is invisibly put into a numerical order in which they are meant to attack.
*Eunomia has no way of knowing what the ‘pattern’ everyone has been ordered in is, and neither do they. This must be figured out through trial and error. (Pattern is determined based on both senshi rank and how physically close to her they were when 'ordered'.)
*Senshi and other allies can be accidentally hit and become the 'target'
*THE EFFECT IS REMOVED IF
-Someone hits out of order.
-Someone who was NOT ordered hits.
-Eunomia physically attacks the target herself.
-Someone hits it with any kind of MAGIC.
-It will wear off in 45 IC seconds even if none of these things happen.
Super Sailor Scout Attack: Eunomia’s Just Order
Eunomia targets a single enemy, and blasts them with a debuffing effect that, if it hits them, slows their movement or may possibly freeze weaker enemies. The slowing effect is dulled depending on how much higher in rank the target is. (Equals to super stage experience a slowing effect, weaker enemies can be stopped completely.) Everyone within a 15 foot diameter of Eunomia is invisibly put into a numerical order in which they are meant to attack.
*Magic attacks can now be counted without breaking the order.
*By now, Eunomia has a better idea of how the order is decided, and can direct allies. Whether or not they listen is up to them.
*Senshi and other allies can still accidentally be hit and become the ‘target’.
*The effect is instantly lifted if any of the following happens:
*THE EFFECT IS REMOVED IF
-Someone hits out of order.
-Someone who was NOT ordered hits.
-Eunomia physically attacks the target herself.
-It will wear off in 1 IC minute even if none of these things happen.
Eternal Sailor Attack: Eunomia's Path to Order
Eunomia casts her attack in a 10 foot radius (20 foot diameter) and a random assortment of vector arrows will appear. These arrows have a sphere of influence that will knock attacks, projectiles, and even unlucky people caught in them in a circular path around her, causing a delay and forcing attacks and attackers to move along the path in single file order. The pathway always leads to Eunomia. The arrows remain for about a minute, which is long enough for at least two or three attacks to land a hit on Eunomia. Unfortunate persons not intending to attack that end up making it to the end of the path anyway will mostly likely just bump into her.
*Pros:
- Causes a delay for attacks and potential attackers.
- Eunomia can deal with attacks/attackers one at a time.
*Cons:
-People themselves, especially stronger enemies, are perfectly able to break free of an only annoying or jarring force. Objects are pulled much harder, though.
-The arrows are CLEARLY visible, showing their weak points where they transition and just outright making them avoidable if one only looks where they step.
-Eunomia cannot move from her spot for the duration of the attack.
-All attacks caught in the delaying path that make it to the end are guaranteed to hit Eunomia. Eventually.

xxxx⚬ Keeping House: Evie does not like clutter, grime, dirt, or anything of the sort. Her home is her sanctuary and she really doesn’t appreciate things being out of place or dirty. Everything from keeping baseboards spotless to cleaning dishes to adjusting squeaky door hinges, if it is there and it is wrong, she is going to goddamn fix it, or clean it, or whatever needs to be done.
xxxx⚬ Procedural/Courtroom Dramas: Evelyn’s DVD collection is full of these. She’s not much for things like Criminal Minds, Bones, things that focus too much on hunting the guy down and not enough of what comes after you got him. Instead she’s drawn to The Practice, First Monday, JAG, and Ally McBeal. She also has a special place for the Grissom episodes of CSI, even though that’s pushing her interest a little bit. When she was in her tweens and early teens, she used to watch these for long hours with a slack jawed expression, eager to see what maneuvering would finally succeed in bringing the bad guy to justice and the individual drama of the characters themselves. Now, that she’s older and studying to be in this field in reality, she often sits alone, with friends, or with her father and laughs about all the inaccuracies and dramatic exaggerations of reality. Excuse me, Detective Logan? That is not how that works. I don’t think so, Warrick! CSIs don’t do that! Oh Bobby Donnell, why are you not disbarred yet? Nitpicky as it is, this is her preferential way to spend a weeknight not dedicated to homework or other commitments.
xxxx⚬ First Methodist of Destiny City: Evelyn puts a lot of time in here, and not necessarily because she is religious herself, but because Reverend Caffery is her dad. She’s grown up working within the church and even when she decided her beliefs didn’t really line up with what they were preaching, she still puts in a lot of time helping. Charity missions, soup kitchens, those all need to be organized and she is happy to throw her hat in the ring each time, as well as just showing up every Sunday for her father’s service to support him. She is always there during his service, right in the front row, as well as nearly every Wednesday night and added days as needed depending on any projects she's working on.
xxxx⚬ For a cause: There is always injustice in the world. Evie is more than happy to protest it. She subscribes to several causes but there’s always room for a new one. She tends to harp on specific ones and alternate through the weeks but you can always just take a look at her button collection to get an idea of what all she’s currently got her hands in at the moment. This union is on strike! Protect the working man and take a button. Are you aware of this corporation’s actions overseas? Remember to boycott their products! Sign this petition; Protect financial aid from budget cuts! Excuse me, sir, care to donate to save a rescue dog? Don’t forget to vote! These are all things she can be found wandering around campus shouting at whoever she can get to listen to her whenever she feels the issue is especially hot and needs attention. She knows it’s preachy as hell, but honestly, she doesn’t care as long as you take this literature or sign this petition or donate a dollar or, most importantly, take a goddamn button. She really likes those buttons.

A warm and welcoming man brushing on the older end of middle aged, Evie often uses him as her personal support emotionally and spiritually, even when their own personal views clash. The two have an amiable and respectful relationship.
xxxx⚬ Katelyn Caffrey: Age 34 at death.
Kate was a police officer working her way up the ladder when she was unfortunately killed in the line of duty. Being only eleven at the time, her death had a profound effect on Evie, the way she thinks, and how she sees the world in general, as well as causing catastrophic rifts within the family who disagreed with her career choices.

Evie's little sister. In spite of them being raised to be close and Evie's strong, mothering presence in Dana's early years, the two are like water and oil and bicker often. Evie mostly finds her to be annoying and stupid like all twelve year olds are.

Evelyn attended Crystal Academy for Girls on a scholarship and graduated class of 2010. She's currently attending Destiny City University as part of their undergraduate pre-law program.
xxxx⚬ Employment:
In order to pay her tuition, Evelyn currently balances school with a waitressing job and a customer service job answering calls for a company that sells boring things like fax and copy machines. She hates every boss with a special passion.
xxxx⚬ On Vegetarianism:
Evie is a vegetarian for a combination of health reasons and being squicked out both by eating animals, and what happens in meat factories. She doesn't really try to push this on other people, but she may give you some unwanted information on what happened to that ground beef before it was a burger.
xxxx⚬ On Religion:
Evie is not a Methodist, she is just very tied to the community of her church. Instead, she classifies herself as a hopeful agnostic after a small crisis of faith and really would rather you didn't talk about it, since she's not entirely sure where she stands on the matter.
xxxx⚬ Physique:
Evie's pretty curvy and full figured, mellowed by the fact her tall stature seems to make it all even out standing at a full six feet.
