Ok, today is probably the most famous pokemon. Pikachu's the poster-mon. I'm a fan of the simplicity of the design.
And apparently I'm not alone.

Casual:
Pikachu + Lightball makes the game a joke. Anything not resist/immune to electric simply gets nuked. Now, light balls aren't common to come by. In DPPt, they were only found on random Pikachu's (5%). But the pokewalker fixed that. Grab Yellow forest, get a little lucky and you've got yourself a killing mic(e)hine. Har har... bad pun.

Competitive:
The biggest flaw about keeping Pikachu at it's lower evolution is it's lack of defenses. Keeping it at 300 base stats vs Raichu's 475.
And because of this, it's common Pikachu won't even be able to set up. Substitute can help offset this flaw.
But that's not why you went with Pikachu. You wanted insane damage. Lightball T-Bolt, Thunder (on a raindance team), or Volt Tackle is more than enough reason to atleast try it.
