Good stuff:

• Matching colors, and nice use of rgba colors
  
• Neat concept with the panels appearing from different directions
  
• Semi-advanced level of coding
  
• Somewhat organized code... though it does look like it could be cleaned and arranged a bit better

Suggestions for improvement:

• Match the different styles you have going on. The gaia header looks very neat and sleek (though it kinda looks like it was copied from Fredy), but the rest of the headers on the panels and the content inside of the panels is barely styled and looks half-done. This was the part which bothered me the most, thus costing you some points.
  
• There are a few bugs with the layout. Namely, one of the first ones I saw is that when the background changer is clicked, the avatar decorations in the top right are covered up. If you shrink your window and play around with screen sizes, you can probably find a few more.

@Rater -- I just made this like two hours ago, but feel free to be harsh ^^; (suggestions are appreciated though)

Rate is still the same though.

I love the soft pastel colors, there light but not so much that its hard on the eyes. The only thing I don't like is the grid in the bg. With how busy your top image is the grid is a bit to much.

I'm going to skip using my profile rubric because it makes me grade objectively. My emotionally-inclined ratings are usually higher.
Emotionally speaking, you made me laugh. But It would have been a lot more easier to code #id_custom_9927 h2 {display: none;} instead of:
