Shinobi have to be associated with a village. The "Land of Water" is not a valid affiliation. The current villages are Kiri, Suna, and Kumo.
You cannot claim that a bloodline is "dormant", and give yourself medium chakra. You may apply for the hyoton bloodline, and if you are accepted, you may include medium chakra.
It looks like you didn't even include half of our profile. Please resubmit this, with the entire thing complete.

I see you're still working on this, but I'd like to point out a couple things, to save you time later.
As a genin, you are allowed two starter jutsu. These may be from universal ninjutsu or genjutsu, but must be of E rank.
As a genin, you can only have one rank benefit. Please remove the chuunin and jounin benefits until you're able to use them. This is mainly to prevent confusion, as what is on your profile is regarded as what your RPC is capable of, but also because by the time you reach those ranks, you may have changed your mind on what you want.
Please use a... Less suggestive character image. While yours probably isn't quite against the ToS, it's toeing the line, which we prefer to avoid.

You denied it on grounds that were inapplicable and proceeded to ignore it after that was pointed out. Besides the placement of the weaknesses there was never a reason to deny the profile. As Kazekage, VC, and the one who created the current profile format in the first place, I decided to approve it, because it was obvious at least to me that he was waiting on your final approval and wasn't getting it. If you want to give the final call, go ahead, but there is no reason to make him wait on it any longer when the profile is already fine.

If he doesn't want an element, that's sort of his choice. Maybe he intends to use that for a later talent, or, more likely, it has something to do with considerations for a potential future custom bloodline, that he doesn't want to have to retcon himself on. Then you obviously missed it. How, I couldn't say, because I quoted you in it. And again, if he does not wish to have an element, that is his problem. My own RPC has the same trait and you had no issue with it, nor does Kagetsu's, which you approved on the spot, despite some other minor mistakes in the profile. Right in his profile he states that the reason is for future bloodline considerations. Personally I feel that to be a good decision, as he can always add an element later, but he can't remove or change them if he wants a bloodline requiring specific ones later.
If he, the RPer, and I, his kage, have no problem with what is essentially a weakness with no direct benefit gained from it, it should not be a problem. Characters are allowed an element. They do not require one. As evidenced by approval policy past and present, including profiles submitted after the profile in question. If the lack of elements is your only concern, I stand by my decision that the profile be approved.

I've talked to Greg in Crew Chat, and, this may surprise people after reading the last few posts, he asked me to inform you of a few mistakes on your profile he missed. (Technically he said one of us should, but he's also working from a cell phone, so, yeah.)
Most importantly, Fuuinjutsu is not an element. It actually hasn't been since I rewrote the systems for it a long time ago. It's considered a sub-type of Universal. So, if you had it instead of a proper element, I feel I should inform you that you can still take a regular element. (In your skill list, Fuuinjutsu should just be added beneath Universal as you have it, but above your first element.)
Your chakra element from Raijuu should be in Extra Elements in the Shinobi Info section. (This isn't finalized yet, but I've suggested in Crew making single element bonuses not apply to Less Elements, so you might still be able to take a Jounin element. Think we'll probably have plenty of time to work it out before that matters though...)
Elemental Genjutsu don't exist anymore. Some of them were scrapped and others moved to Universal. Check the Universal list to be sure the ones you have still exist. If they do, just move them to your universal genjutsu section. if not, the usual replacement rules apply.

Speed: With lightning literally being the Raijuu's life blood, it has taken on many characteristics of it, particularly the speed. Genin Carver: Some sealing specialists, looking for new ways to utilize seals, take up engraving as an addition to their sealing style. By learning how to engrave seals, the specialist is able to carve seals into almost anything, from a kunai to a simple stick. This art holds the advantage of requiring no ink to utilize, and holds up much better on things such as weapons than normal ink seals. (Able to utilize carving. Carved seals will cease to work if the carvings are blocked, such as by a seal carved into steel being battered flat.)

Flak-Jacket: A simple, short-sleeved jacket with a hood and dark blue in color. Sora wears her jacket over a long-sleeved shirt. The jacket is a pull-on with a large pocket in the middle, one kunai holster on the outside of each sleeve, and a hidden senbon holster on the inside of each sleeve. The middle pocket is located in the front of the jacket, on the bottom, and has two openings for Sora to put her hands through. The pocket contains three extra kunai holsters (the kunai in here usually have an explosive note tied to them before-hand) and two extra holsters for exploding smoke grenades (each holster has enough space for one exploding smoke grenade), hidden from sight and within easy reach of Sora's fingers whenever she puts her hands in. The kunai holster on each sleeve holds one kunai and opens downwards. The senbon holster hidden on the inside of each sleeve hold five senbons each and are thin enough to not be noticed from the outside.
