Looking at your reports is how the staff determines your knowledge of the TOS and each forum's rules and guidelines.

A couple of reports spanned out over a period of months is not enough.

Are there any Moderator/Helper positions that are available for 16 year olds. I'm curious and want to become apart of gaia staff.

There isn't any spots for those currently underage, you must be 18 years to apply.
I suggest you read the first two post on the first page.
The "helper" is now apart of the training phase.

The possible errors are explained in the FAQ. One error means they aren't open, the other means you are not qualified to get through the filter to apply.

I'm getting the same message...
I've only had one warning.
I have more than the required number of posts.
My account is older than six months.
And I don't spam.

Am I missing something or is it closed again?
