Patrols
These missions are as often as possible, hoped to be arranged eventually on a nightly basis. The Watch itself would have to be a rotation. Like monarchies of old, it was required that the nobility give or pay so much in time or gold a year- each team tithes its members so many nights each month so that at least two people of any combined independent or team are specifically on the watch. They make house calls, collected dues to the pool to give to the needy, check on other order signatures, stay alert for the cats awakening any new senshi to take under wing for a mentorship. They act as mobile unit of the Candle Towers and first defense in dusting youma and protecting other order members they find out at night.
As for notifying all senshi, the phone system would work best for big announcements. Ideally, the executrixes could even have a rotating roster programmed in with announcements going out once a week. The help of Knights and their rings would be required for getting announcements out among that faction.

CandleTower - Supply Give Away
This is a term that refers to the old custom that a candle in the window of a home at night means you can ask for aid there. For the Black Watch, a Candle Tower location is somewhere that they arrange for a Cat and at least Two members to take supplies to. Hopefully through word of mouth, and/or through an announcement system over phones and knight rings, the location of Candle Tower will be made Order Public. Keeping one location is too predictable and likely to promote ambush.

Those in need can go to the location and receive information/advice, arrange to meet with a member of a team they'd like to join, money, food, clothes, and see about arranging for any housing they might need from the Watch.

Shopping / Commissaries
Ideally, commissaries in locations that are owned by senshi and knights will exist in the future. Until that time, individual members and teams will have to work together to keep a centralized list of what is available and where it is stored. Members will be assigned to plain-clothes trips to shop with Watch Funds to bolster supply or pick up specific goods that are deemed needful to operation of the Watch or as charity items.

Archeology / Lexicon
These missions involve the gathering and cataloging of data from Homeworld/Wonder/Moon archeological digs, as well as the study of that data. The hopes of the Watch are looking for a latchkey like the Rosetta Stone- something with enough of a sample to start comparisons and finding frequency of glyphs and figuring out Silver Millennium languages and culture, as well as drawing conclusions from the artifacts left behind on the cultures of the time separate from linguistics. Understanding the past, or pieces of it, might unlock warnings of what the Negaverse might be working towards, unlock new insights into how to fight enemies or defend from them, and how to avoid whatever catastrophes ended every location but Earth in the past.

Ideally these missions would be aided by technology to speed along the someone's doing the work of scanning photos or pieces, cropping and formatting, or photo-enhancing, running diagnostics that would compare and record basic pattern recognitions and usage frequencies, keyword densities, unique character numbers, average line lengths. These sorts of databases would need to be maintained off-world, possibly on the Moon, to keep safe. Additionally, acquiring technology of this sort will be a work in progress, considering the expense of one kit for one archeologist can be more than a couple hundred dollars.

Administration / Meeting
These rps and missions include discussions between members determining future and current acts and policies of the watch, meeting new members or informing others of the existence of the watch, determining penalties and fees for default on rotational services from current volunteers and teams, etc. Casual togetherness of volunteers would also fit under this category.

Research & Development
With help from cats, the tech inclined, and the organizationally inclined, solid efforts should be made for improving communications and survivability of the members of Order through the adaptation of existing, purchasable tech to the magic brought to bear in the war. Like 'Q' from James Bond, these missions may end up with explosions and failures, but they may also end up with some great new toys to disseminate and give an edge against the youma, the Mirror, and the Negaverse.
