Orochimaru, one of the 3 Legendary Sannins plotted an attack on konoha, and he was able to easily do that coz a lot of ninjas from other villages came to konoha to participate on the chuunin exams..
Orochimaru first stole a female ninja's face to enter the chuunin exam so he could get close to uchiha sasuke & give him the cursed seal..
