        What is an Illegal Shinigami?
        An Illegal Shinigami is a person who's been banned from the walls of Seireitei by Central 46. These individuals once served the Gotei Fourteen (Thirteen depending on time period) and committed some heinous act within Seireitei. By doing this, these persons were excommunicated, put to death, or hunted. Those who did, in fact, escape these fates, are deemed "Rukongai Illegals". The Gotei 14 is ordered, by law, to strike down any one of them if seen. Some of the Illegals have been presumed dead after countless years in the shadows but no one for sure knows if they are alive.

        What's the prowess of an Illegal?
        The Illegals were once apart of the Gotei 14, that being said, they have all the ordinary abilities of an average Soul Reaper. Although, the Illegals do not have that great of a power arsenal. Most were lower-level officers and very few were Vice-Captain level.
        These persons have not yet achieved Bankai [unless a special circumstance is approved by the Crew] and still attest to the 15 post limit on Shikai. Most of theses peoples have not mastered the Arcane Shinigami arts either depending on their former faction within the Squads.

        Where do Illegals reside?
        The Illegals reside within Rukongai. They are allowed to have small homes in any city they'd like.

        Are Illegals allowed to enter Seireitei?
        Absolutely not unless you're confirmed by a Crew member. Since an Illegal is considered a traitor of defector, to have them enter would be suicide. The purpose of this is for the plot's sake, there are plans in store for these characters, so adhering to this rule will REALLY help.

        Why are the Illegals so weak?
        For a very special reason that is considered "secret" at this point in the story. The Illegals will develop, so don't fret about having such a weak character.

        What will I be doing as an Illegal?
        The Illegals will play a massive role within the guild. Most of the objectives will only be known by this group and this group alone to make the RP experience more interesting.
        The Guild Captain will alert the individuals on actions that need to be taken in terms of plot-based RP.
        Sometimes, Illegals will encounter Shinigami within Rukongai and you are allowed to interact with them to an extent. Think of it rationally: would an escaped convict have a cup of tea with a prison warden? If this does ever happen, you can quarrel some but it's highly suggested you evade Shinigami.

        Do Illegals have a leader?
        For the time being, no. The Illegals are allowed to socialize with one another.
        Eventually down the line, this will be subject to change. So, for the time being, no one is the Illegal's leader.
