ALL character types are able to sign up.
(Incuding Holdless, Traders, Holders, Weyrfolk, Candidates, Crafters, etc)

ALL factions are able to sign up - both Revolution and Resistance

The Character DOES NOT have to at the Weyr either, just in the vicinity.

A Player is allowed to submit UNLIMITED Candidates for consideration.
However there is a MAX of 2 Impressions per Player.
