Hiromi was born in Kirigakure and has lived there all his life. He was often made fun of in school because of his longer hair and much more feminine qualities. In fact, for a while he dropped out of the Academy because he really didn't like being bullied so much.
Eventually he came back though, which is why he's so much older. He's always wanted to be a ninja, not so he could prove a point, but so he could hope to one day save someone's life with his unique gift for elemental techniques.
