Oh, or even both ideas. As in, one team manipulates the police into pressuring the teams into joining up. Then, since they know a reason to join isn't necessarily a reason to stay, propose the new goal of conquering Zatao and making it a haven/training ground for their teams.

I've noticed that most, if not all, of the characters who would not join Frontier for various reasons have been Rockets. If Team Rocket is the one who arranged for everyone to join up, that might be a reason for those characters to join. Like, TR arranged this in order to gain access to their information and technology, and plans to try and manipulate the system until they're secretly in charge, such as by creating new divisions that will be headed by "former" TR members. Security Division could be one of these, and I have a rough idea for an Aeronautics division, as well as a Rocket who would be great for it.

Additional concerns, via Panda:

Pandaphilic
I've gotten some characters that would not join the frontier for various IC reasons. Your proposal seems to require teams actually working together, would it allow for characters outside of the system? For example, a character that would not want to work with any other teams.

Also, what is the ultimate goal of the organization? Why would it need to band together all the teams, and how would that be better than any one team working alone?

This: "As Frontier will be composed of formerly competing organizations, friction between the teams/divisions is expected, However Frontier shall encourage people to work out differences through pokemon battles or trying to out-perform the other divisions." It seems a bit... childish? Remember that these are criminal organizations that won't hesitate to kill. By encouraging they work out their differences through battles and friendly competition is treating them like pouting children who need an output.

I feel like punishments should be more strict and less focus on "let's all get along." Honestly, I believe the bosses of criminal organizations only care about their own, and are ONLY getting together because they have no other choice. If you can make it this way, Frontier might make IC sense. There is also the option of some teams coming together temporarily for RP events for the benefit of both teams, and then going their separate ways again.

I think for Project Frontier....
It would work well if it was everyone but Rockets joining together.
Rockets have an established base. Everyone else doesn't so perhaps they join together in an united front to just show those smarmy Rockets that they are just as good.

Jealously and the enemy of my enemy is my friend sort of thing.

I also think Frontier vs. Rockets vs. The World could be fun, too. But "beat the Rockets" doesn't seem like the kind of long-term goal Panda is looking for. Do you have any suggestions on how to make it a little more workable?

I think it is less Beat the Rockets
But more forming a force to keep up with the Rockets.
The teams are so scattered and the numbers are so low, I could see the Galactic grunts offer an hand to the Aqua grunts in the area to pool their resources together to get things done.
More of a mutual benefit thing?
You need a base of operations, well so do I. How about we work together till we can stand on our own?

But what would make them stay together once they could stand on their own? What would keep them sticking together as one team? They could for a truce or alliance without working together as strongly as I'm aiming for. A unifying goal independent of the Rockets would be best, but I'm having a hard time thinking of one.

...Aside from crack ideas. Like they're all after some unknown legendary, exclusive to Zatao and super-powerful, which turns out to be Firbunnythcro.

Perhaps in working together for mutual benefit they start loosing the separation and begin to form a new evil group?
I think after awhile they would be so use to working together and depending on where they build the base have so much tied in working with a group they wouldn't want to separate.

Having an inner war would just start them back where they started.

Hmm...Trying to mix some ideas here:

Team Galactic, being the team that wants to mold the world to its ideal, decides there's too much competition in Zatao, making it hard to get their work done. They decide to eliminate the competition by taking them over. They gather intel on the other teams, and feed it to the cops by various means so that the teams get harassed and their resources stretched. They let this go on for a while, letting a few of their minor operations get broken up as well to make it seem like they're under attack as well. Then when they sure the other teams must be in trouble, they contact them and offer an alliance to combine their strength, focused on stealth to keep the cops off. Aqua, Magma and Plasma agree, but the Rockets turn out to be better off than Galactic expected and aren't in enough trouble to need help, so they refuse. (If individual members of TR want to convert, they'd be welcome.) So Galactic and the other minority teams gather into Frontier. Then the Galactic administration paints a glorious picture of a region dominated solely by their team, where competition (like Rockets and cops) will be crushed ruthlessly, the civilian population will be cunningly manipulated, the team can thrive and grow strong, and they can pool their talents to make it happen. The Galactic leaders are really trying to mold the group into their own personal tool, aiming to find ways to get everyone to work and as one a group to try and keep them all together, because if they fragment it will only cause trouble again. They put together missions that need the talents of people of all teams, for example, to help people see the benefit of working together. Even the Galactic underlings are only told the public goal of forming the perfect region, in order to promote unity. Though it would be fun if over time, even the original Galactic administration was swayed to the stated goal.

Thoughts?

I like it a lot Mew. <3
It gives us two strong bad guy forces and should be easier for plots.
And Lex says sign him up. 3 He is all over it.

These were all the characters before the meta that was collected. Feel free to add new characters to this list. You can ignore inactive characters xD
Mainly, I would need to know each character's alliance to see where we stand with this~

Rocket-- Preferred to stand with TR, otherwise... might cause trouble... but let me know if your character wants to be aligned with the frontier. We can cause trouble.
Saya [Panda]: TR, because she doesn't know otherwise.
Alexander Cole [Natsuko-neko]
Genesis [Ryuukishin]
Clyde Smith [StarrySeas]
Walpurgis Night [Qixel]
Doyle Whelan [Bluedemonwolf]
Inactives--
Diana Falamiel-Stephens [Shikamaru Silyvant]
Shiryo Kottou [Fayth-x]

Magma:
Top secret diary! Do not read! [Qixel]

Galactic:
Shinju Mizushima/Grunt Cetus [NaomiNaomi]
Zephar Firebane [Zakiax]

Plasma:
Inactive--

*looks* Ah, right. I just searched the page for "Grunt" since until very recently that was the official job title for low-level Team members. *does to check for "trainee" journals too*

Attention everyone I quoted:

So, if you haven't been keeping up with this thread or Project Frontier in general, it's an idea to bring the various criminal teams together to make event plotting and other RP easier. Current idea is that Team Rocket, as the largest and best-established team, stays on its own, while everything else combines together into a big team, likely called Team Frontier. This requires the other teams to modify their goals slightly:

Aqua: rule all the sea and all that's in it and belongs to it
Magma: rule all the land and all that's in it and belongs to it
Galactic: mold the existing world to fit our ideals
Plasma: go with the B2/W2 Plasma and say they claim they want to free pokemon, but really just want to get people to let their pokemon go so they're the only ones with pokemon, and can use them for general villiany

Short version of the formation of the big team: Team Galactic manipulates Aqua, Magma and Plasma into joining up with it "to share our seperate talents for mutual protection and benefit," while secretly just wanting to take them over and eliminate competition. Only the higher-up Galactics know this is the goal, while everyone else in the organization is encouraged to work together with their new allies. Separate divisions are formed to capitalize on each team's talents, like Aquatic Division for Aquas, Public Relations Division for Plasmas, etc. They form a fake company to hide behind, which is meant to be something like Sliph Co., that produce items for trainers and researches the region.

So, my question to you is: would you and your character find this an acceptable idea? If your character's a Rocket, would they want to stay in TR or align with Frontier? If your character is not a Rocket, would they want to align with Frontier?

I think that this is a good idea Mew. However with my characters they would never join another team especially if another one of their siblings is on that team. Doyle and Gormlaith have 3 other sisters on each of the other teams and none of them would work together plus it would be too much chaos having them together. So all of my characters will remain with the individual teams.
