Fiona "Fifi" Ricci
Fiona is the pampered and much-indulged daughter of a high ranking Rocket boss from one of the main continents. She's a total daddy's girl, and is accustomed to having things go her way. Fifi has long blonde hair that she wears in curls, blue eyes, and a pale complexion. She favors frilly, fluffy outfits in pastel colors, especially powder blue.
It is unclear if Fiona is willfully blind to the evil of Team Rocket, actually hasn't connected the dots, or is fully aware of the villainous nature of the organization and just doesn't care. Whatever the case, Fifi acts as if she is completely oblivious to the evil of Team Rocket, at worst seeing them as a bit naughty. Fifi plays up the cheerful little girl act, and is primarily concerned with the stated goals of Team Rocket in Zatao, which is finding good locations to set up bases and recruit new members if possible.
