If we submit prompts during the collecting prompt phase, are we prevented from answering those same prompts when contest time comes around (should you choose to use them)?

No, you'll be able to reply to your own prompts. In fact, you'll have to in order to complete the challenge. Knowing one or two prompts before hand is not going to really affect anything, as this isn't a race. I just don't want too many to get out.
