My first priority is weather. I hate the cold, so I definitely need a warmer climate to live in.

cant help on "best" but i know whats worse. living in texas sucks already, houston texas by far the nastiest s**t hole after katrina, or maybe it just got worse

There is no one best US state, it depends on a large amount of factors as to which state would be best for you to live in. Like what your hobbies are, what kind of career you have, how populated of areas you like to live in, what kind of weather do you enjoy/tolerate.
