As much as I love Aerith, Tifa would probably win. Aerith, without materia, of course, only uses healing based spells, and her attacks are very weak. Tifa atleast has an attacking spec, so to speak. It could, however, be a stalemate, since Aerith could keep healing herself, and Tifa not make any progress...unless you run out of MP and ethers. Hmm...

Aerith would win. These are my reasons:
Tifa, yes she's powerful when it comes to physical attacks, but her magic is fairly weak. She's fast, strong, agile.
Aerith, she is more powerful with magic, however she has proved time and time again she doesn't need materia to use her magic. She can freeze Tifa with Seal Evil, make herself invincible and heal all her wounds and MP with Great Gospel, and she packs a mean punch when she uses her staff if you level her up right.
Besides that, if we were talking about using Materia, Aerith would beat the s**t out of Tifa almost immediately.
