The tails/ears/etc all work because the characters have reasons for those features. The two in particular that you mentioned, monkey tail and and cat ears/tail, were both the result of the Chimera technique being used on them. One solution I have, for the horns at the very least, is to have Oni blood in her. You don't have to have the bloodline, but it could have been a feature inherited from a parent.
That aside, you get to start with one basic weapon and any combination of 15 shuriken, senbon, and kunai, if you'd like to add those.

After all, everything happens for a reason, right? It didn't help as a baby, she barely cries. It wasn't normal. Even when she's hungry, she didn't cry. Her parents had to make sure to feed her at the right times due to lack of communication with the tears most normal babies would have. Her family was shunned and looked down upon. They had no reason why to she had horns and tail, but she just had to be cursed. A bad luck. Her mother and father went to a medic-nin and it appears that 10 generations ago, an Uzumaki had married an Oni bloodline and she had inherited her horns from it. Luckily, she did not have the abilities or traits of the Oni bloodline. Her parents did not appreciate the constant looking down from the Uzumaki household so they moved to Sunagakure.
As a girl, she was usually level headed and calm. Though with her tail and horns, she was the target of bullying. Mostly, she ignored them. However, when things gets really tough such as pulling on her horns or tail, it's when she becomes violent because it hurts. Usually after being sent to the office, she would run and try to find places to hide which was hard in the desert, but she made a friend. She found a wounded Komodo dragon and she nursed it back to health. One day when it was healthy enough, she released it far into the wild and went back home. In two days, he was back home and on her bed. It was obvious. Their bond and connection was strong, he was not going anywhere.
Time goes by and it seems that she can be smart but she was too lazy to seize her potential. It was learned at young age she was adapt at Genjutsu which may or may not have her be good at being an Uzumaki since their job was to seal monsters and not many monsters are easily succumbed to Genjutsu. At the age of seventeen, she finally graduated and went on to become a genin.

As the years passed by the spat between shinobi and the common man occurred. When the Taoist temple an uncommon religion in the region was threatened to be destroyed by the Shinobi Kyomei's father begged and pleaded with the Yozen no Soutou to join their family and ranks. This happened and thus both Kyomei's father and herself received Tattoo's signifying their initiation. The entirety of their back was now covered in Taoist scriptures and symbols the most prevalent being the symbol for Yin and Yang. With the Yozen families knowledge in Fuuinjustu the shrine maiden and father passively stood at the base of their shrine nullifying any further assaults.
Peace came to the small town in the land of tea. Until the day Kyomei was tasked with the duty of exorcism. Being spiritually sensitive individuals the young girl would pursue her youthful career in exorcism. However, her father handled a majority due to the girls age at the time. Still, swearing to become the world's greatest exorcist she honed her skills to exceptional levels. Kyomei unfortunately was plagued with curiosity. Why did the Shinobi attack in the first place. If there were bad Shinobi certainly by the laws of taoism there were good Shinobi as well. After much convincing her father agreed to let her venture on her own to solve these questions that had been plaguing her. She wouldn't stray too far as per her father's warning before she arrived in a small camp inhabited by ninja. The individuals admired the girl's curiosity and spunk and decided to teach her the ways of a ninja to prove and reassure her not all shinobi were bad.
She'd return to her father who was in a panic each and everyday she left to see the ninja but it eventually came to light his daughter would not be satiated with her thoughts on ninja. Now that she had come of age she had to go on her pilgrimage. The taoist religion was weak in these regions and Kyomei despite her father's reluctance would be tasked with spreading it's influence. However, the least he could do would be to guarantee her safety by making arrangements for her to become part of a village. After many days travel set on a pilgrimage for greater knowledge, insight, and wisdom and to spread the teaching of taoism she found herself in the village of Sunagakure. Kyomei much to her satisfaction discovered to an even greater extent not all shinobi are bad but...she also discovered there were still those who had evil souls. Now determined to purge the village of these tainted souls Kyomei lives on still striving to become the world's greatest exorcist. However, eventually her pilgrimage makes transissions a common occurrence.

Strangely enough this man took an odd interest in Kaz. He told him that he reminded him of his son who had died off in some war. Making a temporary residence in the village he stayed for a while teaching Kaz the way of the spear. He became fascinated with the arts of weapons and physical training but like all good things he had to venture out into the world again, Leaving him to train on his own after that. Kaz has dealt with abandonment most of his life, which is why he is usually reluctant to involve himself with someone new, regardless of how bad he wants to.
Obtaining his companion Tsume was piratically a godsend. She saved him from the solitude he was experiencing. She was given to him from his sensei as a gift knowing he would put a battle pet to good use as well as have a friend that was so close.

Unfortunately, your second PA is denied, unless someone decided to change how things are being done. This is in fact because I have the same PA, except mine was limited to one rank below me. That is the rule for this PA that I know of.

Personality: Sometimes courteous towards others, Saeko can be rather humble and quiet as she feels her abilities are lacking; however, she does take risks when it comes to building her skills. She is dedicated and ambitious to her training as well as her ability to control the Byakugan. Usually self controlled in her emotions and her thoughts, she develops mutual relationships with people very easily through her calm and almost poise appearance. She can be nurturing to those she holds dear, but usually forms more mutual relationships with others which stay at an acquaintance level. She is generally trusting, but only at a superficial level as she has developed issues with trusting others who attempt to get closer to her. She trains herself daily with taijutsu in regards to simple taijutsu techiniques as well as Gentle Fist. • Her amount of self-dedication is important as she will avoid distractions, motivate herself to continuously work hard, setting goals, and controlling her emotions. She is very self-discipline and it would be out of her character to act out. • Teamwork is important for Saeko as she will effectively communicate, or attempt to, with her team members, listening to them as well as encourage them. She holds respect for her team and attempts to hold them close to her in terms of relationships. These people would be considered more her friends than the regular person off the street. • She is consistently hard working, attempting to maintain good quality work and usually does more than just the required. • Medical techniques are very easy for Saeko to perform as she has spent most of her Academy days with her head in the books, when she had an allow break from training her Gentle Fist.

Held with high esteem within Konohagakure, the Hyuuga name is one to live up to with complete dedication, regardless of what side of the clan you might be on. Saeko was born to a generation of Hyuuga members who were basically a watered down bloodline from the main branch. Her grand parent, her maternal mother's mother, was a sibling of the main branch and choose to marry someone outside of her class and clan. Saeko's mother followed suit and married a man who was outside of the clan, giving birth to Saeko as well as any siblings who would come afterward if they decided to copulate further.
[Childhood and Academy Life] Growing up within a clan whose very name could shake the boots of those around, Saeko was not given much choice in the matter of how she lived. A diluted bloodline to a child who had promise, yet struggled with her own Byakugan at a young age was discouraging to both the clan elders, her immediate family, and herself. She was shut in from the outside walls of the clan as her mentors belittled the children of other names and families, claiming they would only further delude her mental capabilities and tarnish the Hyuuga name. Some days Saeko would climb out of her home which was established in the main branch's estate and play with the children from houses nearby. She would learn to braid hair, to play with other kids in little games they created, and just let loose to be a child. It never failed that her mentor would find her outside the estate, dirtied and muddled from the exciting games the children played with her, and he would demand she return to her studies so she could excel as a Hyuuga.
Her mentors, as she had several through the years as each seem to give up on her until her last and recent one, believed she was a failed attempt to keep the bloodline strong, blaming her grand mother and her mother for diluting the line by seeking outside affection. That is until she met her last mentor, who had master the bloodline and maintained the Hyuuga traditions. He was a kind man, almost like her late father who had died when Saeko was young. The age she met this man was just before she went to study in the Academy, leaving an impression in the young ninja which carried through to her graduation and on from that point. Her initial schooling was underfunded and not of the best quality. Initially she found no fault in this but as her inquisitive mind began to grow, she sought better education or at least to study more herself. As she grew older things only got worse. Her parents fought often, and because of the mother's propensity to dress scantily in public it was beyond the man to ever lay a hand upon his wife. His anger turned to his children. The girl never understood why, but it progressed over the years.
At the age of 8 she was being prepared for entrance into the Shinobi Academy, through gifts she shown and her own propensity for wonder. Yet her father never stopped his abusive tendencies. Eventually he would begin to play a different game in public. Wherein he never so much as laid a hand upon the children, but if something were to occur he would instead treat them kindly. Behind this act of kindness, darkness hid. Kindness in public lead to worse beatings in private. Thankfully the man stayed to his code of honour as her father and the beatings were never anything beyond fists and feet, or the mental abuse the children suffered with the threats of beatings.
At Ten she entered the Shinobi Academy and after her first year in the academy realized her inner strength. Reaching out for help she finally confided in one of the village ANBU. This man reported her situation and within weeks she was moved, an apartment closer to the village core. Closer to school. But she was alone, and the day that her father learned of what had befallen his daughter, he took things to far. Her brother was beaten to near death and Anora pledged herself to finding a new path in life. In the academy she began to study Eiseijutsu, in hopes of saving the lives of others like her brother. Before she could do anything that could help him, he passed away. An aneurysm in his sleep. The girl persevered and to this day, six years later, has had no contact with her family aside from seeing that they still lived and that her mother had borne another child.
Upon her graduation from the academy, her last act was to find if her youngest sibling had survived, and found him to now be a ward of the nation. A better life for him than she had ever known as a child.

He was mildly picked on in the village by other children aspiring to become shinobi. He has had numerious girlfriends over his time in the village but they always seem to leave due to his inability to open up to them. Always keeping them at a distance before getting to know him too well. After some time he ended up meeting a Bukijutsu master that passed through the village. Strangely enough this man took an odd interest in Kaz. He told him that he reminded him of his son who had died off in some war. Making a temporary residence in the village he stayed for a while teaching Kaz the way of the spear. He became fascinated with the arts of weapons and physical training but like all good things he had to venture out into the world again, Leaving him to train on his own after that. Kaz has dealt with abandonment most of his life, which is why he is usually reluctant to involve himself with someone new, regardless of how bad he wants to.
Obtaining his companion Tsume was piratically a godsend. She saved him from the solitude he was experiencing. She was given to him from his sensei as a gift knowing he would put a battle pet to good use as well as have a friend that was so close.
