((See, like the United Nations, but with tribes instead of nations...*brick'd* )) The bloated red sun, sinking into the horizon, made Ari uncomfortable with its bright light. It was winter, so he would normally sleep hours past sunset.
Except his sister (well, adoptive sister, but she had always felt like blood family to him) had shown up for the first time in a year, back from her wandering to...wherever she'd ended up this time, and if she'd gotten him up a few hours early, Ari couldn't find it in him to complain.
He wished that if she had bothered to get him up at this hour, that she'd at least talk, but she'd said something about 'meditation' as soon as the sun had started going down, and hadn't spoken a word since. So now she was just sitting there, watching the sun, absolutely still and silent. It was kind of weirding Ari out. She'd always been like that, but they'd been apart for a year, and somehow he'd forgotten just how Rina could be.
Plus, after being apart for a year, he didn't think they could even have a 'comfortable silence' anymore, like they used to. At least, he wasn't feeling comfortable.
He found himself wondering if this was how things would be between him and Kazuki when Kazuki got back from his mission--and then tried to stop that train of thought, because he didn't want to think about things feeling this awkward between himself and his mate. Rina watched the dim winter sun slowly descend beneath the horizon, as she sat in contemplative silence. She preferred the long daylight hours of summer, so that her sunset meditation occurred shortly before she went to sleep, rather than the winter dark hours between her introspection and rest.
Yet the cycle of winter had its own unique appeal--in some way, the darkness helped her hold the calm state which reflection brought, so that her waking hours could for a little while be as serene as those of her sleep.
Once the sun had set, Rina turned to her brother.
"How has your tribe fared this past year?" It had been so long since she had spoken to him. And perhaps it was best she had arrived in winter, so that they could meet at this hour of compromise--it was dark out, pleasing him, yet before she would go to sleep, pleasing her as well. The moon and stars were out, but it was still way before Ari would normally get up. In winter, Lunarie foxes usually got up a while after the sun had set, and went to bed a while before the sun rose. The long night was one of the few good things about winter.
"Fairly enough." Ari would have gone into more detail, but the sound of something large approaching caught his attention, and he turned to look for the source of the noise.

Sparkio chuckled at something his younger brother said as they walked, shaking his head goodnaturedly. There was a comfortable silence, which Sparkio found relaxing; it was always nice around Conundrum.
They were both Elders, obviously, and that meant that between their different Tribes and mates (or, apparently not, according to Conny) and Tribemembers and friends, there wasn't much time for family gathering.
"So, d'you know who's idea this was?" Sparkio asked, glancing at his multi-hued brother. It was good to finally be on eye-level with somebody again; looking down all the time was enough to give the poor fox neck problems.
"No," Conundrum replied with a light shrug. He had entertained the idea for a while that this was a just a trap, designed to get all the Elders of all the Tribes together for a massacre, but then he rationalized that away -- what could possibly kill seven Elders without being killed itself, first? Plus, the Modieties hadn't given him any cause for concern...then again, they had been rather quiet of late on the whole.
"But we're together. I doubt if anything would try to take us down," Conny said aloud musingly, shaking his head to clear it. "It's probably just what it said it was: a gathering of all the Elders." Which was a puzzling but curious idea, so he had to see it through. It was what his tribe was all about, after all.
"Oh, look, there they are." Conundrum squinted, then smiled lightly to himself; it was just Elders. Good.
They got there quickly, Sparkio and himself staying a few feet away. "Hello," Conundrum greeted quietly. "I am Conundrum, Elder of Enigma Tribe." He dipped his head lightly in respect to each of them in turn, his beads making a gentle clinking sound. He then sat down and watched each of them curiously, taking them in.
"And I am Sparkio, new Elder of Bamboo Tribe." Sparkio smiled faintly and went through the same motions as his brother, then added, "It is a pleasure to meet you both. Thank you for the invitation."
Done playing diplomat, Sparkio remained standing and looked around briefly, wondering if any of the others would be joining them.

((Lamme warning. XD)) Loki shook out his fur as he walked towards this so-called gathering, trying in vain to somehow shake off the heat enveloping him. It mgiht have been winter for every tribe, but it was nothing compared to even the summers he knew. His tribe lands were a constant blanket of white; even the the green of the evergreen trees was dusted with white. This climate was..oppressive.
Still, he had an obligation to represent his Tribe, and he would so do willingly. Kousetsu had lost much in the last winter, and it would not be wise to make enemies by ignoring the other Elders. Instead, he needed to see how the other tribes had fared in their own worst season of the year, and how they might work together to keep all of the tribes in good condition.
Soon Loki caught the scent of others, and he knew without much thought that they were the other Elders. Mentally, the teal and black fox ran over the list of names and descriptions he had heard in the past- Ari, Kazuki, Kendra, Amor, Sparkio, Ianthe, Conundrum, Rina...there were others, but he knew not all would show up. He truly only expected representatives from Lunarie, Enigma, Bamboo, Bateau and possibly the Gypsy Clan; those were the only tribes he had recently heard any news about.
Before he came into the view of the others, Loki adopted his Elder persona again. He was one of the oldest Elders, after all, and it wouldn't do to look zoned out. With the power and grace of an experienced Elder, Loki emerged into sight, absently to see who had come. Lunarie, Gypsy, Enigma and Bamboo.
So he'd been right. What happened to the other tribes? "Hello," he greeted quietly, his voice carrying respect for the others and the expectation of the same respect for himself. "I'm Loki, of the Kousetsu Tribe. Our other Elder may appear soon, if she chooses." Who knew what Sahari was up to? She was constantly moving around.
He looked again, then noticed the bright red Elder of Bamboo. "You must be Sparkio," he noted, nodding his head in acknowledgement; as always, the chan in his ear jingled happily at the movement. "I knew Panda-chan and Kure, before the splitting of your tribe. It is good to see that the Modeities have raised a new Elder."
Loki did his homework; he knew the names of all those gathered so far, even though he didn't recall meeting any of them. It was wise to come prepared, and to gather news whenever he could from outsiders. Being an isolated tribe didn't mean they should be isolated in knowledge.

Ianthe looked skeptically at the trees around her; this area was a far cry from the tropics of the Islands. It was hard to believe that for some time she'd lived in this climate, where snow fell and trees lost their leaves. It was always green and damp at Bateau.
No matter. She had endured this before, and she could do so again if it meant meeting other Elders besides Konto on Akatsuki; she had known Frenka as well, but merely knowing Akatsuki would not be enough. The other tribe had violent tendencies, and Ianthe wished to see if perhaps she could gather allies of a more balanced nature.
Knowing it wouldn't look good to be late, especially when she knew none of her fellow Elders, the ocean fox stopped examining every tree and picked up her pace, soon happening on the scent of a gathering. She stepped into the ring of Elders, mentally trying to connect tattoo to tribe. She could recognize many of them, but not all.
"I am Ianthe, of the Bateau Tribe," she said with a nod of her head. "It is good to see that at least some of the tribes can still gather together." So few had come, though...

Ari watched wonderingly as four other elders approached them. This couldn't be a coincidence, right?
He glanced over to Rina, to try to figure out if she knew anything about this, but he couldn't tell. She was hard for him to read on a good day, and he was out of practice.
"Hello," he called out, stalling for a moment as he glanced at the group, trying to place each of them. He recognized the Bamboo tattoo on the tail of the red one--who introduced himself as Sparkio a moment later. But Kure and Panda-chan had been the Bamboo elders, Ari remembered, from the time he and Kazuki had met their fellow elders.
The rainbow colored fox and his tribe were both completely unfamiliar to Ari. Conundrum of Enigma, Ari thought to himself, trying to remember that.
The black and green one must be Loki of Kosetsu, Ari realized. That tribe and its elders he had heard a bit more about. And he had heard enough of Bateau to know of the tribe, but not enough of Ianthe to be able to puzzle out who she was until she introduced herself.
Six of the thirteen elders--nearly half--gathered in one place like this? It couldn't be a coincidence.
"I am Ari, one of the elders of Lunarie. I'm afraid Kazuki, the other elder, won't be able to join us."
He wondered if he should go into the details, so his fellow elders knew, or if just knowing that Kazuki was away was enough. His sister and his mate were the only two elders he really knew, and he didn't know how to act around these strangers.
Rina let the others speak, introducing herself last. She wished to understand her fellow elders somewhat better. She had heard plenty of them, and of their tribes, but rumors were far less reliable than observing her fellow modifoxes face to face.
"I am Rina, elder of the Gypsy Clan." Although her tribe had taken to calling her the Gypsy Queen, she felt such a title was presumptuous to voice among her peers, and so she chose to use her official rank instead.
"What brings you all here, to this place?" she had planned on speaking with her brother by herself, but she could accommodate change. As a wanderer, who had wandered for long by herself, change was something she had quickly learned to do.
"And why will Kazuki not be coming?" she asked of her brother. His tone made plain to her that something more was there, of which he was not speaking.
"Let's let them explain first, and then I'll get into that, it's a long story."
Having Rina put him on the spot like that made Ari realize that he didn't want to go into the details for these strangers--that his mate was gone, off to do only the Moon Fox knew what, for only the Moon Fox knew how long...on the Moon Fox's orders, so Ari couldn't even complain about it.

It was dark, far too dark for the hour, but that was just one more change winter brought. Black paws padded lightly across the ground as she travelled her way through the forest, knitting her way through the trees, careful to make sure that her gait did not reflect the anxiety consuming her inside. After all, she didn't feel that a mentally distressed Elder would set too good of an impression on the others she knew were gathering mere metres up ahead. This would be a lasting impression she would set on the others too. She had only met so very few other Elders in the short few months since she acquired this position.
She flexed her claws, trying to retain her fairly calm, benign composure. The white Elder couldn't help but wonder what the other tribes thought out about the Akatsuki Tribe. She had heard of some unpleasant rumours circulating about, but she prayed that the other Elders did not think too much about them. Rumours were not reliable sources, any one knew that. Despite that, she couldn't help but feel some discomfort.
Konton took in a deep breath, letting it out with an inaudible sigh before stepping into view. Her eyes drifted from one Elder to the next. So many unfamiliar faces... This was somewhat stressful, but the only sign of any discomfort she displayed was a very subtle movement as she shifted her weight on her four paws. Six Elders... It was not as many as she had suspected. Weren't there at least a couple more tribes or had she been too preoccupied to notice?
She took note of every physical detail about them. Most were new to her. She had only ever met Sparkio and Ianthe in recent times. The rest were unfamiliar. She would eventually match names to faces, but at the moment, she didn't know names. Perhaps she had missed that, which was never good.
She bowed her head to the other six. "Greetings, I'm Konton, new Elder of the Akatsuki Tribe."

((This is for Jules~))
[Sparkio nodded at the mention of Kure and Panda chan, shaking his head slightly. "I am as well. I can only pray to bring my Tribe back to where they had it." Sparkio fell silent then, nodding first in greeting to the Elders he didn't know, then to the one he did -- Konton.
"But my Tribe is not the only one that has suffered much, is it?" Sparkio questioned before Ari could respond to Rina's question; mates were a sticky subject sometimes, as Sparkio heard --at least he thought he did-- the reluctance in the blue Elder's voice.
"No, it is not," Conundrum replied softly, shakes his head. "My Tribe, save Nero...I believe they have either been wiped out or voluntarily left the Tribelands. Either way, I can no longer sense them." And that burned him up every minute of every day. They were gone, he couldn't believe it. His family, his mate --his Rave--...gone.
"What shall we do to rectify the situation?" Conundrum asked after a moment of silence, looking around at the group. "Being strangers will do no good, my thanks to Rina and Ari for calling the meeting," He dipped his head graciously toward the siblings.
"Does anyone have any ideas?"
((And this is me~))
"I do not know why were all here," Loki answered Ari and Rina. "But I could only assume a power higher than us wanted our tribes to meet and decide how to move on together."
Back to business. "I believe every tribe has recently suffered, Sparkio," Loki agreed. He too had lost his mate, but he wasn't keen to share every gritty detail of Kousetsu's split. "Many in my tribe could not be located after the winter storms. We think most left willingly to get away from a particularly bad blizzard, but I suppose we will never know for certain. None of our tribes will ever really know."
He fell silent for awhile, thinking of a solution. "It would good to be pool as much of our resources as we can. Many of the tribes are lacking food, I'm sure. I can only assume other tribes are missing more than jsut food that perhaps another tribe may be able to help with."
"I agree with Loki," Ianthe added, nodding in greeting to Konton's familiar face. "Even if our tribes do not all agree in idealogy, as I'm sure they don't, we need each other to survive the next few months until thigns are stable once more. Bateau has not suffered the same winter harshness. We cna offer plenty of fish for food, as well as a warmer climate for any that need to recover from injury."
Ianthe was always shrot with words, and she sat when she was done speaking.

Ari looked confusedly over at the rainbow--over at Conundrum. "I didn't call a meeting."
Ari then looked over at his sister. Conundrum had thanked Rina too, so maybe she was the one who was really behind this whole thing.
"Nor I. Nor does it matter by whom we were called here," Rina continued, not allowing Ari to sidetrack the conversation with conjecture, when more important issues were at hand.
"Welcome, Konton, new elder of the Akatsuki tribe. I am Rina, elder of the Gypsy Clan, and he is my brother, Ari, one of the leaders of Lunarie." Perhaps the other assembled elders had already met Konton, and that was their reasoning for not introducing themselves to her as well. Rina did not know the histories concerning her fellow elders--merely those of herself and her brother, and she knew for certain that neither of them had previously met the white elder before.
"I am sorry for your loss, Conundrum." Though her clan was small, perhaps the smallest of all the tribes, she could still sense its presence, and her position as elder was certain. She wondered slightly what it would be like, to be in Conundrum's position, but the were more important issues to address.
"My clan has fared well, with few issues other than the loss of a small group of modifoxes, who wished to wander on their own, rather than with the clan.
"As wanderers, we do not have stores or bountiful land which we can share. However, the scouts, gatherers, and hunters of my clan are among the best at their positions, and should any tribe need their aid, I am certain each and every member of my clan would offer such aid willingly."
What Rina spoke was not a boast, but a simple matter of fact, as the survival of each and every member in the tribe depended on every modifox performing his or her job to perfection.
Some days, Ari thought grumpily, it felt like Rina was the older sibling. She definitely sounded a whole heck of a lot wiser and mature than he did right now. She had practically been born to be an elder. She could put away her personal life so easily and just step into the elder role. Hell, sometimes when she talked about her personal life, it was with the same sort of way an elder would talk about issues in their tribe--sort of detached and personal at the same time.
He wished he could do the same. Just shove aside the whole thing where Kazuki and nearly all of their children were gone, and focus on this random meeting, but he couldn't. It wasn't nearly that easy for him.
"Lunarie has also mostly been doing well. We've lost some members too, but not in a blizzard. They seem to simply have drifted off."
Great. Now he couldn't not bring up Kazuki and the kids, otherwise it would sound like they'd drifted off, too.
"The only exceptions are Kazuki and some of our children, who are away on tribe business for..." Ari tried to begin to guess when the Moon Fox would let his family come home, failed, and settled on "indefinitely."
He hated the sound of that, but it'd be even worse to say they'd be back in a few months, and then have to figure out how to explain what had happened a few months later.
"Anyway," Ari tried to change the subject, hoping the others would let him, "we've got some food and herbs stored at the tribe. Everything's been dried out and cured so it'll keep, so it's not as good as fresh, but it's still better than nothing."
He didn't even know why he was offering. Sounded like every tribe was doing pretty well supply wise, although maybe not member wise, to him.

Konton listened to the other Elders describe how their own tribes have fared in recent times. "It's a pleasure to meet you both, Rina, Ari, and the other Elders present at the time," she said bowing her head with respect. "My tribe is recovering from a fairly recent famine, along with the loss of half our tribe members including Elder Frenka," she stated. "My tribe may not be able to provide food for others, but we can offer support with hunters. My senior hunter, Seika, and the other few we have are excellent at their positions, and should be able to help where help is required."

Sparkio looked at Konton, reminding her gently, "My offer to supply your tribe with food still stands," He looked back at the other Elders, continuing, "Perhaps, if all of our tribes are lacking in members, if there are any foxes who stumble upon our tribes that would not be a healthy fit, we should pass on information of eachother's tribes." Sparkio paused for a moment, thinking.
Then, somewhat reluctantly, as he didn't want to loose a member at all, or, worse yet, betray Jin's sort-of confidence, "I know I have at least one member who's home is no longer in our bamboo forests. I haven't yet had a chance to speak with her, but while I don't find it likely she'll go running to another tribe quickly, I would be happy to at least attempt to get her to consider one of your Tribes," He finished ramblingly, bowing his head gently to the other Elders. Dieties, he hated being the baby of the bunch, the newest, the greenest.
Conundrum had been silent for a long time, then said, very quietly and almost casually, "I do not believe my Tribe is a Tribe anymore at all. I shall try to get in contact with my members, but I do not believe I will be successful. However, if I am, I will do the same as my brother." He nodded his head once, then looked away from the group; it pained him to admit what he'd been fearing out loud, but upon hearing the news of the others, it seemed highly unlikely that his Tribe could recover. He hadn't even seen any of them in...far too long.
Shaking his head to clear it, Conundrum forced himself to continue, "If any of you need anything, I am at your disposal." Not like he had anywhere else to go, or anyone to go home to. He was all alone again, like nothing had changed except his size.
Then, to Ari, "Your supplies would probably be best served in Kousetsu," Conundrum glanced at Loki, who hadn't spoken much, "I heard about the rough winter --rougher than usual-- your Tribe has suffered. Are any of your foxes wounded?" Conundrum sounded genuinely concerned for his fellow Elder's foxes, and he was. For the Tribes, all of them, were in a fragile state, and having more succumb to illnesses or wounds would not make their job of recreating their families any easier. Grief was not something that helped the healing process.

"Yours is not the only tribe, Conundrum," Ianthe said gently, pained for her fellow Elder. "One of our scouts went out recently when we received no news of other tribes for months. Kana, Amores, Lazuli, Reiki, Elementum Gens, as well as the Sanguine Syndicate all seem to have disbanded. Many foxes have left all of the tribes."
She sat quietly for awhile, then looked over at Conundrum. "Bateau always welcomes new members," she added thoughtfully. "If you need somewhere to go, I would gladly offer the Islands. The others might benefit from another authority figure in their lives." She was subtly offering him a chance to help guide her tribe. He was an Elder, after all, and no Elder should be stripepd of their ability to lead. He would always be one, and the help might actually be welcomed. Ianthe would always keep control of her tribe, but still. It was just a thought.
----
"Our tribe is faring," Loki replied. "We have a few injuries, to be sure, but our supply caves are well stocked. Our dried herbs and meat have been prepared for some time. Our biggest problem is getting everyone safely back together."
With a small sigh, he added: "Kousetsu is having trouble staying organized at the moment. My fellow Elder, Sahari, wanders more than she stays with us. I'm afraid it's left many members confused, and perhaps that is why many left. I have concerns that, should another storm of the caliber hit within the next year, we will not survive it. Others will leave like Sahari always has." No point in hiding it.

"If I ever come across any foxes who'd do better in any of your tribes, I'll send them your way," Ari promised.
He thought of Anjafey, how her temperament and attitude were better suited to Kana than Lunarie...but he couldn't send her on to any other tribes. Kazuki (with some prompting from the Moon Fox) had given full running of the tribe to Ari--the only exception was Kazuki had forced him to promise that, however much he thought it would benefit everyone, he could not banish Anjafey.
And there he was getting sidetracked, thinking about his missing mate and family. He had to focus.
Some elder he was, only able to stay focused on the topic for two minutes before going back to thinking about his own personal problems.
"Perhaps your tribe would benefit if Elder Sahari would abdicate from her position as elder. If your tribe is run as brother's is, then it must be difficult to coordinate management of the tribe when she cannot be found.
"Or, I may be mistaken, and that it does not require both of your approval to welcome new members to the tribe, or to banish members, and other such matters?"
She understood that, as Elder Loki was a fellow elder, she did not have a right to tell him what ought or ought not happen with his own tribe, and that, should he so wish, he had every right to ignore her own advice.
Yet as the leader of a clan herself, should anyone notice some way in which she could improve her management and handling of leadership, she would be welcome for the advice.
Okay, so maybe his little sister was too much like a born elder, even going and telling other elders how their tribes should be run!
"Or maybe Loki and Sahari run their tribe differently," he said, to at least try to stop her from falling in the hole she had dug herself.
Funny, he thought she had more tact than that.
"I believe I had already said as much, brother? Then I must be mistaken, and I apologize, Elder Loki, for my omission--it is indeed possible that you and Elder Sahari run your tribe differently, and in such a case, my suggestion may not be pertinent."
Okay, so, yes, she had already said that, but he had been trying to keep her out of her self-made hole.
He was out of ways to help her right now, so she was stuck on her own for the moment.

Konton's eyes flicked back and forth from one Elder who spoke to the next. She felt so young and naive around the others. They had been running their tribes for years. She had only been Elder for a couple of months. She shot a brief, unnoticable, helpless look to Sparkio, the only other young Elder among the group, wondering if he felt the same anxiety she was feeling. Although, confidence was an important part of being able to lead. That was something she had yet to learn.
Konton nodded at Sparkio's next comment. "I am aware of that, though my tribe is getting settled in new territory. Prey is plentiful there, so I believe we will be fine, considering our abundance of hunters, that is," she explained. She did not know what else to say. She certainly did not wish to offer advice to Loki on his issue with Sahari. She felt as though it was not her place

Sparkio had never been one for thinking much before he opened his mouth. It had just never been one of his strong suits; of course, this had gotten him into trouble before...
"Personally, I don't think I'd care for it much if another Elder told me what I should be doing with my Tribe. Or with my co-Elder, if I had one, because presumably, that co-Elder and I have been friends for quite some time, and perhaps she has her reasons to wander. I didn't think you could force an Elder from his or her position,"
...And then there was the uncomfortable silence. Fantaaastic. Sparkio stayed still for a minute, then smiled sheepishly and added, "But...I've not been an Elder for long, that's just my opinion..." So much for making friends at this stupid thing. Stupid Conny for actually wanting to go.
Sighing a bit, Sparkio pursed his lips and wrapped his big fluffy tail more around himself. Good job.
Conundrum raised his eyebrows in surprise at his older 'brother's' outburst; while such a thing wasn't unusual for him, it wasn't usually on such a serious matter as abdication.
"I think what my brother meant, perhaps, was that while Intra-Tribe relationships should be encouraged and opinions are more than welcome here, the innermost hierarchy of a Tribe should be left to the Elder or Elders of that Tribe." Conundrum said carefully, resisting the urge to roll his eyes when Sparkio just nodded glumly in agreement.
What had Ianthe been saying? Something about...oh, right. Conundrum looked back at the sea-bluegreen female and tilted his head slightly, his orange eyes thoughtful and considerate.
"Mm...perhaps I might come visit, but I don't think I would like to join your Tribe permanently. Thank you very much, either way, Elder Ianthe," Conundrum said, dipping his head in thanks. "I appreciate it." Conny added with a grateful smile; he'd been planning on visiting the islands with Enigma anyways, what with Marina and her children (and grandchildren?) there, but that had fallen apart as well. And he did still want to see the ocean...
"With your permission, I think I would like to accompany you back to your island when this gathering has completed," Conundrum eventually decided, nodding slightly to himself. "Of course, I will be glad to offer any assistance you need while I'm there," Conundrum added, smiling faintly for the first time since the meeting began.
But Ianthe had brought up another good point: six other Tribes had disbanded. What had become of the Elders, the members?
"Did the Elders of the Tribes you listed give a reason as to why they did not join us here?" Conundrum asked, his brow furrowed. "Or what had happened to them?" If something was wiping out Tribes all over the place, this was indeed a serious concern...
