Because it is completely incorrect. My best guess is that it's supposed to be something like this:

Nihongo o hanashimasu ka?

Wha?

Hai, anata wa?

This is why you learn from reputable sources along with your self studies. Self study alone drastically increases the chances you learn something absolutely, utterly wrong. You can never learn how to do it right if no one is there to show you where you've misstepin'

I know it is. ^^() And that's my same guess. I was just trying to be a little more circuitous in saying "that's wrong."

I thought she was trying to say:

Anata wa tokuini nihongo wo hanashimasu ka?

Or something. In that sentence, tokui is not quite correct because Jouzuni is used more naturally than tokui and it has more of a meaning of "good, or well". Although Anata ha tokui (na) Nihongo is a valid conversational sentence in Japanese, it makes no sense. If the topic was understood, I would have said, (nihongo wo) Jouzuni hanaseru?

To put the case in point, been studying about as long as coda and I don't need teachers, I need conversation partners. I need to work on my "coming up with topics and actively being in the convo" versus "reacting and responding to a convo".

That is what I thought she was trying to say. I haven't been studying nearly as long a most of you guys but I gathered that from picking the sentence apart and figured she was abreviating alot. As far as needing conversation partners, I agree! It is so hard to find people who are actually dedicated enough to learn with you. Most of the people that say they are going to study with me never do. It is really annoying because they say they seriously want to learn but they NEVER even try to guess what I am saying. Oh, sorry a little off topic. ^_^;
