You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card). The normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps and Effect Monster effects cannot be activated. This card cannot be targeted by the effects of Spells, Traps and Effect Monsters. If this card is Special Summoned, it is sent to the Graveyard at the End Phase. You can Tribute 2 monsters to destroy all monsters your opponent controls. This card cannot declare an attack the turn this effect is activated.

Yeah. I saw that on the Yu-Gi-Oh! Wikia. Obelisk the Tormentor (Effect Monster Version) is the only God Monster that can be used in Tournaments. However Obelist the Tormentor (Blue Card Outline) cannot be used in Tournaments (only the Effect Monster version can)

Back in the day, this card was INSANELY overpowered. I look at it now and, as a player of the TCG back in the days of Legend of Blue Eyes, Metal Raiders, MAGIC RULER (Not Spell Ruler), Pharoah's Servant, and the other early sets, this card would be banned on the spot. But in this day and age, even such gems as this are swept aside. While it makes me weep for the past, at the same time it fills me with hope that there will be more anime-based cards from the distant past.

But yeah. Yugioh Wikia states that, as far as they know, this card is pretty much a 3-of, which the original Blue card is not.

it's still banned..if u look right. it's got Kazauki Takahashi's sig on it....sorry but i think people would be stupid to add it to a deck.

If it doesn't say it cannot be used on the card and it has a TCG back then it can be officially used. There are several cards with Kazuki's sig on them.

Also, just gonna add this for the record. Technically, this is the 15+th God Card to come out. Even if they were accepted into the TCG upon release (or a little later), there were/are at least 14 other God Cards before it:

It's the first original god card. The others are Pegasus' versions, the Sacred Beasts, Earthbound Immortals and and the big 5's card from the computer game, never seen in the manga.
