Introduction

The city of Byako is a large place spanning many hundreds of miles with mountains, towns, villages, forests, deserts and even an ocean nestled inside of it.

Though the city does have a government (Controlled by Mayor Tanya and her assistant Chibi) It is far to large for any one group to fully control.

Thus other organizations were born who soon took portions of the city for themselves, claiming independence from the city government. The larger of these became known as clans.

City Government

Byako City is primarily controlled by city government. The government is a collection of city services and organizations that answer directly to City Hall and its Mayor.

City Hall

City Hall. The *word* of Byako City's government since its founding. In its earliest history, the government controlled the entirety of the city. As the city continued to grow of its own accord and the areas continued to shift, the government's hold over the city loosened and grew smaller.

Chaos grew rampant.

It got out of hand for a time until other organizations known as "Clan"s rose up, restoring order and claiming independent rule of their dominated areas.

This order would not last long as many of the clans became mad for power and began warring with each another, causing panic and chaos in the city. In recent years more sensible clans have held firmly onto power, giving the city a period of peace.

It is during this period that Tanya got the seat of government. At this time, the seat of government power was more of a joke and a consolation prize than anything else as Tanya won the position in a sweepstakes. Those few who bothered to pay attention to such things had no doubt that things would have stayed the same, perhaps getting even worse for the city's lost government.

It was until Tanya's guardian, Chibi, moved her charge into city hall and began to take a firm hold of the city's reigns. Using this time of peace to her advantage, she prepared to restore the government to its former seat of power. This ensured another period of war would not break out again due to some clan's scheme for city domination.

The city hall is a a large building made from marble that takes up an entire city block and has seven stories and two basement levels. Most of which is at present filled with the paperwork that has piled up and never got done as this position was let to slide into obscurity and neglect. If someone was to cover all of that paperwork and bring to the hall some proper government officials, then it would have the potential to restore the city government to its former glory once more - that is, assuming it could bring the various remaining government branches under its control...

Clans

There are currently four groups within the city that have attained the status 'Clan.' They are organized, with a single leader, and have as much power as City hall without being beholden to it. each Clan controls five areas or more, and below you can find a description of the current Clans.

Clan purpose/function To live within Byako harmoniously, accepting those seeking shelter, protecting them when needed, and also helping those outside of the clan when requested as long as it's reasonale.
Secondary purpose/function/goal Currently there is none.
Operandus A single leader with the overall power of the Clan, but has a couple of the most trusted friends/allies to act as envoys when needed.
View of City Government Very neutral; avoids politics at all costs if possible. When not possible will cooperate completely within reason.

To protect the city by sealing away weapons deemed to dangerous for the cities well being.
Maintaining the weapon laws.

Protecting the Jarian territories and interests.

The Jarians are a clan with a thousand stories. To join our clan is to enter your character into a pivotal battle for the safety of the Jarians and Byako as a whole .
We will always have events going where anyone is able to participate and have an effect upon it. If a suggestion catches our eye we also use the ideas members of the clan put forward.

View of City Government
The Jarian Clan predates the city government, having been founded at a time when the cities chaotic nature and a lack of organized leadership cried out for a savior.
The Jarians choose to control their territories without answering to another power, only coming in contact with the city government when there is need for it.
The only exception to this rule is their view on the cities law enforcement. The Jarians in a manner of speaking, are a form of law enforcement themselves and with some effort, reached an agreement with the City Watch and BPD.
The Jarians shall answer any summons by law enforcement to deal with a crime where a dangerous weapon is used that the BPD or City Watch cannot deal with. In exchange the Jarians have the right to confiscate the weapon the criminal used to commit his crime.

OperandusHunter is a clan that exists purly on a mission system. Anyone can post up a mission and If the mission is not rejected by Hunter then it will be available for anyone to take it on and collect thr reward through one of the Hunter clans Mission centers.
View of City Government Hunter Clan chooses to answer to City Government when assistance is needed and has even been known to give the city its support. However, Hunter has made it clear that it is independent of the government or any other organization, making its business and mercenary empire worthy of its clan title.

Brief History
Several years ago one Desta Onsevine, a skilled swordswoman and aprentice to Starjian the magic hacker found herself in Byako. She became a member of the Slime Mafia clan and rose within its ranks until she was put in charge of their casino.
Using money she stole from it she established a group of mercenaries and with the use of the Flyin Fortress, a mysterious fortress that fused with her masters space ship she anhilated the Slime Mafia.
With the destruction of that criminal cclan Desta soon replaced it with an organization of her own.
The Hunter Clan. A group with many enterprises and vast resources, Hunter is considered the wealthiest organization in all of Byako.
However what they are truly known for is their Mercenary system. A system created by Desta to allow (with a small service fee going to hunter) people to put forward missions and rewards that can be accepted by anyone city wide.
Hunter has their own specialists in this field, the Hunter Clan Mercenaries. Who are without a doubt the most skilled of the mercenaries in the city.

Some years ago however Hunter took on a mission to destroy the Jarian clan, a mission that ended in failure and heavy casualties on both sides due to a traitor within Hunters ranks who staged the whole event to attempt taking power.
He failed in his endevor and the Hunter clan henceforth began a precedent that the leader of Hunter has a right to cancel any missions that work counter to the clans endevors. Desta then decided to try forming an alliance with the Jarians which has been difficult to bring to reality.

Then not too long ago there was an attack upon Hunter by the organizations B.O.O.B.I.E and C.H.E.S.T which resulted in the destruction of Flyin Fortress. This however was not the end of Hunter however and Starship Aria arose from the ashes like a majestic phoenix, saving all hands aboard the Flyin Fortess before its fatal crash.
With the assistance of the Starunes, Aria soon became a better base than its flyin fortress counterpart and the clan florished for it.

Hunter Clan has withstood many attacks, completed hundreds of missions and has accepted into its ranks people of allforms of integrity, skills and talents.
The one thing that remains unchanged is the steady acumulation of the wealth it posesses and its five star treatment to its membership.

Kabina Kingdom

A monarchy in the clouds over Byako that actually predates the city itself as the cloud kingdom one day simply migrated into the cities airspace and chose to stay.
They have cut off all contact with the outside world and live in seclusion. Nobody may enter and those who leave are lucky to be allowed to return.

Dueling Arena
Formerly a music theater, it was turned into a fighting arena by a vicious clan many years ago. As it fell into disuse two cousins took it over and it soon became a popular attraction in Byako that rakes in the cash.

The most read newspaper in Byako. In a city where advances in magic and technology are not always shared or apreciated by everyone universally the printed word is quite useful.
Their notoriety and impartialness stance is so well known that there are some who consider them a minor nation unto themselves.

Former Clans

Clans of the past that have lost their way and title

Tenth sea
A group of librarians who had ambitions of power for ruling the city. Claimed to diverge from the rumored ten organization group. There power was great however unique circumstances lead t o their fall.......

Ten organization
A mysterious group that bought up a ton of the city and was rumored to be the second richest group in Byako. However their existence was never proven and their holdings have been since repossessed

D.G.L
A powerful organization made by the eight hundred year old lich king. He gthered together the undead of the entirity of Byako and banded them together to form a strong nation.
However he mysteriously desappeared from the city taking his entire family with him leaving the zombie nation with just the little necropolis territory.

Bunny Pirates
Arr! This be the clan of those most fearsome of pirates most grand of bounty hunters and most cunning of clansmen thee Bunny Pirates! Founded by Bum master Kethean and made strong by bunny pirate Meeky this group was given clan ship with the groups third leader. Pirate captain Michie.
In recent times however the Bunny Pirates have withrdawn from the clan race.

Data Towers
One of the greatest corperations in Byako Data Towers holds the cutting dge technology in communications and many other branches which are better left unsaid.
This group was run by Randall Grisham and desappeared upon his believed assassination.

BGM
Created from the remains of Data Towers by Randalls chief underling Ace Shooter, BGM took to focusing on the music industry and began gathering musicians of talent to their name.
What they never expected was Randall to return from the grave and take down the company once and for all.
BGM fell along with Ace Shooters presumed death.

ISA Imortal Spirit Army
The clan of perverse demons! The organization of the dead! The spirited gathering for departed souls! Kingdom of the crossdressers!
Founded by the living lich Miso Tampura the Iron Chef this was a strong army with reams of city taking overness.
They arose from the ashes despite certain falls but have aparently disappeared for parts unknown.

Faita
A small clan founded by Kairi, a shape shifter who brought under her banner the homeless, the thieves, the outcast and the exiles to form a clan that would protect them and keep them safe and fed.
They were tragically destroyed by the vicious blood thirsty tenth sea library.

Tryvan
A clan of black ops and vcruel politics. Tryvans goal was to take over the city with words and blackmail rather than a bloody war.
Opertunity knocked however and they abandoned Byako for parts unknown.

Blood Fighters
A vicious and monsterous clan of fighters who believe the city would be better if soaked in blood and combat. They caused much trouble in the city in the past but have been exterminated. The signs of their destruction still show in the city.

Slime Mafia
A criminal syndicate run by the Slime Father. They controlled the cities gambling outfits and were a feirce criminal organization.
They were brought down by Desta Onsevine who took their power to make Hunter a great clan.

Theives guild
A band of small time thieves and petty crooks who tried starting their own organization.
They have been snuffed out many times but a few rats always escape attempting to bring it back again.

View of City Government DINER does not, as a rule, feel the need to deal with the City Government. They take the view of 'you do your thing, we'll do our thing and just not cross paths.' That is not to say they ignore the Governments laws and conception of order, merely that they do not feel the need to be involved with it. On the rare occasion when DINER does have to deal with the Government, they are courteous and amiable... and sometimes even helpful, if fortune is with the Agent having to deal with them.

Brief History
Ah....
The history of D.I.N.E.R is a long one. A history that was born from many diffrent sources all coming together to create a clan like none other.
So to avoid confusion, we will take this history lesson one thread at a time.

It all started many years ago when Miso Tampura founded the Immortal Spirit Army and brought them to Byako. (or ISA)
Miso was a powerful wizard who made a contract from a lich bound in hell to give the lich his body in twenty years if he could posses the lich's power. The lich agreed and Miso gained tremendous might. Using his new found power he brought to this world a city from hell and bent to his will the demonic beings and damned souls within it.

Bringing this city to Byako, Miso began working towards his goals of city domination. First he gathered up powerful warriors from the city such as Jack Leroux and began preparing them to take over the city (When he was not cross dressing, getting everyone in the clan to cross dress and sing dude looks like a lady and playing house)

This all changed one day however when Allen, angel of destruction at Afos orders, destroyed the city of hell with a portion of its power.
This did not stop the Immortal Spirit Army however and soon Miso gathered together the remains o f the city to create the Demon Dreadnought Ragnarok. Out for revenge, the ISA clan massacered large portions of the city looking for vengence on all that did them ill.

Until a time came when a mysterious power attacked the ship.
Nobody knows what became of ISA or the dreadnought but remainders of ISA's power remained.....

Some time passed and a wolf man known as Jett stepped forward. Gathering together the remnants of ISA, he brought them under his banner and founded the Demonic Insurgence Nation (Especially Revenants) (Or D.I.N.E.R)
He was a genius scientist and a legendary tactician who shrouded his plans in secrecy and took precautions so that nobody outside his clan would ever discover the lab he created.
Stretching his reach further upon the collapse of DGL, Jett swore to help those undead or creatures of the night who wished to be granted mortality, new life or freedom from their curses.

But when unexpected circumstance forced him to leave Byako, the clan lost its leader. Lucia the devil stepped forward but thoe shoes were to big to fill for her so a solution was needed.
