I hope you don't mind me stepping in : ) Tano had to get to sleep, but didn't want to keep you waiting, so he asked me to do this. Looks like he's pretty much got you set up, though ^^ You can choose the bulbasaur's ability and gender, too, if you want btw ovob
Professor Oak worked at the computer a moment longer, then straightened up, turning and handing the young man his pokedex. "Here you go, William," he offered, "This will identify any pokemon you encounter, and catch detailed information on the ones you catch, adding their data to our system, and continuing to help us on our research! Please feel free to take some potions and pokeballs, too, to help you on your journey." Professor Oak gave a smile, placing his hands behind his back once William had taken his pokedex. It always did his heart good to see a new trainer starting off with their companion.

" Thank you, Professor," William thanked the professor as he received the pokeball containing bulbasaur and the pokedex. " then, I will take up on your offer," he replied as he accepted the generosity. It was item he could obtain himself, but free stuff is still free stuff. He only took a few to supply his journey to the next town as he would feel bad to take more than that when he could afford to provide his own. After he stored the item in his bag, he released now his bulbasaur. The pokemon appeared with a merry cry. It recognize the lab, so its attention quickly found William. "Bulba!!! bulba saur!!!" the pokemon cried out excitedly as it trotted toward him and began to inspect him. William let the pokemon satisfied its curiosity, while he scanned it with his newly acquired pokedex. "Bulbasaur, the Seed Pokémon. A young Bulbasaur uses the nutrients from its seed for the energy it needs to grow. Bulbasaur are extremely calm and very difficult to capture in the wild. The pokemon can be seen napping in bright sunlight and by soaking up the sun's rays, the seed on its back grows progressively larger," the pokedex voiced out in its mechanical tone. Its screen displayed more detail such as habitat, gender, ability, and moves known. William found out the pokemon is a he with overgrow ability that will boost the pokemon's grass move in pinch.
He closed the pokedex and pocketed the device, before he crouched down so he would be eye level with the bulbasaur. "Hello, bulbasaur. I will be your trainer from now on," he started and extended his hand to pet it. "Bulbasaur bulba," the pokemon thrust his head unto William's palm, accepting William's petting. The action made William smiled widely. He was happy that his pokemon didn't attack him or unwilling. In fact, he felt like how he first met his espurr. Elation and excitement.
William petted the bulbasaur again, before he stood back up. " I will take my leave now, Professor. Thank you again," William said his good bye and he was truly grateful to the professor. He left the lab with bulbasaur following him.

Teddy strutted through the door of Professor Oak's Lab. His bare we feet slapping against the hard wood. A friendly face of the community had told Teddy that their phone system was currently down due to a Pikachu eating through the wires, they were set to be up again in a day or so. Rumour had it however that the nearest town, Viridian still had power.
The most baffling thing Teddy heard was Viridian. He had swam all the way to Kanto. Baffling may not have been the word in hindsight, impressive was more the word for it.
Unfortunately, this community member continued, Route 1 was infested with Pokemon and considering Teddy's current state of moist and only wearing trunks, it was a good idea for himself to get his own Pokemon. Teddy kicked himself, of all the days to be without his trusty Totodile. The good news however, was that Professor Oak, one of the most trusted authorities on Pokemon was situated in this area and was also prone to giving out Pokemon to those who needed it.
"Super!" Teddy had exclaimed and marched his way to the lab.
The laboratory looked expensive as Teddy made his way past the numerous book shelves. "Hello?" he called out. "Is there anybody about?"

It hadn't been hard for Hayes to make it to Pallet Town, although it had taken a decent amount of time. After he'd arrived Professor Oak's Lab had been the next stop, at least after he'd asked for directions, as it had been for a number of people... he was one of the most well-known figures in Kanto as far as Pokémon were concerned, after all.
It didn't take long before he'd found his way to Oak's lab and found the door already open, something he decided he'd take as a good sign; ignoring the wet floor as he made his way inside, Hayes spared a glance or two at the numerous book shelves before he noticed he wasn't alone. "Ah, Profess..." He began, but stopped as soon as he'd taken a good look at the person standing there in the lab with him, dripping all over floor and wearing only a pair of swimming trunks.
"You're looking for Professor Oak too, I guess?" Hayes asked as he made his way over to the stranger, since nothing else made much sense.

A Swellow landed in the clearing of Pallet Town, crouching a bit after landing to let its two passengers off. The first was an older woman with long brown hair, and the other was a teenage boy in a black beanie. The woman brushed a hand down the Swellows back before turning her attention to the boy, who was going through his backpack. "Remember Matt, if you have any trouble you can call me or your dad and we'll come help." The woman said. "I know mom, I'll be fine." The boy responded reassuringly. "Besides, I'm sixteen. You and dad were like ten when you both started. And I'm not alone." Matt's hand rested on the one Pokeball on his belt, his Mudkip currently resting inside. His mother looked at him for an extended moment before sighing and giving her son a hug. "You're right honey, I'm sure you'll do fine!" She said before getting back onto her Swellow. "Good luck!~" She said, blowing him a kiss. The Swellow then took off into the air. Matt sighed and shook his head, embarrassed. He was just glad she didn't drag out their goodbye any longer, he wanted to start his Pokemon adventure already. Matt took a deep breath, adjusted his beanie, and made his way towards Professor Oak's Lab.
Matt walked into the lab and nearly tripped as soon as he entered. Not-so-gracefully catching himself he noticed a large puddle right at the entrance. A Pokemon Master-to-be has to be prepared for anything, so he continued forward, making sure to avoid the smaller patches of wet floor. Besides the abundance of bookshelves, the building was pretty empty. A plants, chairs, and equipment, and not much else. It looked like they hadn't redecorated in the last five years. Matt noticed two other trainers up ahead and stopped next to them. Apparently there was a line to get a starter this morning. Hopefully there wasn't a fourth trainer showing up, or they might get stuck with some experimental fourth starter or something. "Me three." Matt chimed in when the second, clothed, trainer asked the Swimmer♂ if he was also there to see Professor Oak.

EDITED just for you. Sorry, I was working on a reply for your friends when you ninja'ed me xD And that sounds just fine.
Professor Oak was filing away some research papers into a cabinet in the corner of the room when he heard the door open and a male voice call out for someone. "I will be with you in just a moment." He called back with a friendly reassurance. Meanwhile, it sounded like he had another two guests file in soon after. Oak carefully and methodically stored the rest of his papers away before moving out and around the workspace to greet the three young men before him. "Why hello there." Professor Oak greeted with a smile, turning his attention to the one who was soaking wet. "What can I do for you boys? Offer a towel perhaps?" He chuckled. He'd seen many strange trainers come in through the lab in his day; this soggy, speedo baring boy didn't phase him in the slightest. He glanced to an aide, who silently nodded and moved off to go retrieve a towel for Teddy before the boy could answer. If anything else, they could use it to wipe up the floor if Teddy declined the offer. Oak didn't want anyone slipping and taking a nasty spill after all.
Teddy gladly took the towel from the aide, as he dried himself down he recognised the elderly man taking control of the situation. He had watched him many a time on the television working with Professor Elm of New Bark Town. Professor Oak was an icon for the Pokemon community, he had helped set off some of the best trainers ever seen. He hung the towel draped over his shoulders. "Thanks. I dare say I'm a fish out of water at the moment" he declared, allowing for a brief pause for chuckles and appreciation of the joke. "My name is Edward Chaucer, you can call me Teddy. I'm in a bit of an odd situation. I set off this morning from Cianwood City in the Johto region for a swim, but have found myself" he pauses and motions to the building "Here. I'm hoping that you might help me Professor to get to the next town so I can call ahead and tell my folks where I am. Tell them I swam to the next region along."

Matt chuckled at both the Professor's and Teddy's remarks. But that amusement quickly turned into some strange mix of horror and amazement when Teddy explained how he casually swam from one region to another. He really didn't have any sort of witty comment for what he just heard, which was rare. Swimming in the ocean? As in water that isn't... hot? Matt thought, appalled. He had grown up in Lavaridge Town, and the only water he liked was very, very hot. He quickly remembered where he was and what was happening and made sure to be next to introduce himself to one of the most famous Pokemon researchers the world has ever known. He tried not to let his excitement show, and tucked his hands into his pockets as he spoke. "I'm Matt Walker, from Hoenn originally. I was hoping to become a Pokemon trainer, and I was told this is where I need to start." He said with an embarrassed grin spreading across his face near the end of the sentence.

Hayes' question was answered, but not by who he'd been expecting; another person had arrived since he'd gotten here. "Ah, hey." He said, giving him a nod as he did so. Hayes' vocabulary was failing him at the moment, and he chalked it up to the man he'd found instead of Professor Oak... it was unexpected, to say the least.
It wasn't long until he did appear and greet them, however. Offering a 'hello' to them all, and a towel to the man who'd soon introduce himself as Teddy and fill them all in on why he was soaked and standing there in a pair of swimming shorts... and the reason turned out to be as unbelievable as they come. Is he actually saying he swam from Johto...? Hayes wondered as he stared at him, likely looking a tad skeptical until he remembered where he was and why he'd come all this way; as did Matt, apparently, introducing himself after he'd processed the explanation Teddy had given.
It looks like we're on the introductions, then... He thought, unable to stop himself from tapping his fingers on the back of his thigh; it was an odd beginning, and it had made him a bit more anxious than he'd expected. "And I'm Hayes. Jonathan, actually, but..." Hayes took a moment to exhale, and continued. "I was hoping you'd be able to help me get started on a trip I was planning." He finished, already feeling relieved to be done with the introductions.

Oak couldn't help but give a little chuckle as Edward, or rather Teddy, suggested he was a fish out of water. "I would indeed say so!" Oak mused, inwardly relieved the boy had accepted the offer of a towel. Though he wanted to be courteous to his visitors, and he wasn't upset with Teddy by any means, he wasn't particularly jumping for joy at the idea of water being dripped across the lab. Too many hazards that it could present, and many messes. Still it was quite remarkable that the boy had swam from Cianwood City all the way to Pallet Town. "Oh my! That's quite a swim young man! Er, sorry, Teddy, was it? I would be happy to provide you with a pokemon to accompany you to the next town." He nodded. With that, it seemed the other two boys felt obligated to introduce themselves and explain their reasonings for being here as well. Not that Oak minded in the slightest.
He turned his attention to Matt as he introduced himself. Rather fidgety boy, Oak observed internally with amusement as Matt shifted a bit and moved his hands into his pockets. This restlessness to meet one's starter, meet Oak himself, or start a journey however, was not uncommon. Not to mention Matt had come all the way from Hoenn just to start here. "Well Matt, whoever told you that is very wise indeed." Oak chuckled, almost a bit of mischievousness in his laughter. Though he would never admit it due to his close friendship with the other professors, Oak did always take some small amount of pride when other regions referred trainers to his lab instead of the home region's. Now there was one boy left, this one seeming to be even more anxious than Matt, likely due to actual discomfort rather than excitement.
He was very good at controlling his nerves though, Oak noted mentally as Johnathan took a moment to control his breathing. These three were going to make good trainers, Oak could tell. Now came the game of guessing which trainer would pick which starter. Oak had gotten so good at guessing based on personality traits in the trainers he observed that it was too much fun not to try and guess. It felt rather obvious that Teddy loved water, so Oak could only assume he loved that type of pokemon as well. A squirtle seemed to be the obvious choice, but he'd been surprised before. As for Matt, he was relaxed, friendly, easy going, but there was also energy. Charmander would likely be his choice, energetic and challenging, training one would hopefully help Matt in the long run. And as for Hayes... Bulbasaur would likely suit his anxious personality. Grass types were always easy to work with, nervous first time trainers tended to sense that and cling to it like a security blanket.
Well, Oak had made his guesses. There was only one way to see if he was correct. "Well then, I'm sure you already know, but i'm Professor Oak, and now that we've gotten introductions out of the way, let me introduce you boys to the pokemon we have available. This way." He motioned for them to follow, leading the way into a room further back. There it was a bit quieter than the murmurs and bustle about the rest of the lab, and on the far side of the room was a small incubator-like machine that held three pokeballs. Oak opened the hatch, tapping each red sphere so that they would open and reveal the pokemon inside. "Charmander, Bulbasaur, and Squirtle. Each is a fine choice, they should be able to accommodate each of your needs and requirements, should you take good care of them that is." He smiled. "If you have any questions about a specific starter, feel free to ask. I'm sure I could provide an answer that you would find helpful."
Teddy and Hayes, huh? Matt thought after the introductions were finally over with, his nerves finally calming down again. Though it didn't take long before he felt them spike again, but this time for a very different reason. It was time to choose a starter Pokemon. Of course he already had his Mudkip, which he had hatched and raised himself, but this was a starter Pokemon from THE Professor Oak and a huge step in any young Pokemon Trainer's life. Matt felt his excitement growing once the professor listed the three Pokemon they could choose from. All solid Pokemon... Charmander evolves into Charizard with a Fire/Flying typing, has a great movepool, and looks awesome. Bulbasaur evolves into Venusaur with a Grass/Poison typing, has a dozen really good moves, and good bulk stats. Squirtle evolves into Blastoise with a pure Water typing, but I already have Mudkip... Don't want to have multiples of the same type... Matt thought to himself, thinking all the different kinds of movesets Charmander and Bulbasaur could learn. Both of Matt parents were Breeders, so he had experience around a lot of Pokemon over the years. But before that, they were both Ace Trainers who taught him everything they knew. He would never admit it to them, being a teenager and all, but he wanted to become an Ace Trainer like them and loved Pokemon and battling. It didn't take long for Matt to decide, and after taking a breath, he took a step forward towards the Professor. "Definitely Bulbasaur." He said confidently.

After he'd finished his introduction, Oak introduced himself and told them all he'd bring them to the Pokémon they had on hand. It was only a short walk to where the Pokémon were held in a room further back, but it had a different atmosphere all the same once the machine with the Poke balls came into view; three Poke balls sat on it, and there was three of them. Squirtle, Bulbasaur, and Charmander... He mused, repeating the name of each one as they were released. It wasn't as if he was a stranger to Pokémon; he'd grown up around them and always had one in particular in his life, for better or worse, but there was something about a starter from Professor Oak... he'd sent off some of the best trainers in the world with these Pokémon as anyone from Kanto (or any region) could tell you, so it was a decision that he'd thought about even before he had decided on going on this journey, and it was finally here. The decision, meeting Oak, as well as the unexpected people had made him a bit more anxious than he'd expected to be.
I still don't think I've ever decided on one of them. Hayes found it amusing, accepting it was one of those decisions that you only knew what you wanted when it came time to actually decide. Unfortunately, it wasn't an easy decision. "I think... Bulbasaur..." He said at the same time as Matt, to his surprise.

"We are an eclectic bunch aren't we?" Teddy exclaimed with a hearty laugh. Whilst he had not intended to be in this situation, he was full of excitement and anticipation as Professor Oak led the three of them towards the back of the laboratory. Teddy took the towel from his shoulders and dried his feet and the floor below him, as though he was entering hallowed ground.
The sunlight glistened off from the Pokeballs. Teddy could tell that this was going to be a moment he would remember for quite some time to come. Professor Oak described which of the Pokemon lay dormant inside their Pokeballs. Teddy thought through the choices ahead of him thoroughly. He could go for Charmander, who unbeknownst to Teddy was a great reflection of his own heart. Perhaps as a child of the ocean, Squirtle was to be Teddy's partner on this journey, it could have worked but eventually Teddy would have to face his Totodile once more and he very much doubted that it would be a great meeting between the two Pokemon.
He was about to ponder on Bulbasaur when he heard the other two trainers in the room both declared Bulbasaur. Teddy scratched his head, this left just him to decide. "I suppose variety is the spice of life. Why not, I'll join you guys in your decision. Professor, you don't have another Bulbasaur rolling about somewhere do you?"

Much to Oak's surprise, all three boys wanted the same starter. "Oh my! Now I must say, this is a first." Oak chuckled. He was referring more to the fact that they had all wanted Bulbasaur, but guessing incorrectly about the starters that two of the boys wanted was actually rather surprising as well. Not that Oak was upset, it was a pleasant surprise to be incorrect, it meant that there was still more to learn, even for an old knowledgeable professor like himself. "Three bulbasaurs hm? It seems you three have something in common after all then." He glanced at Teddy with a smile, thinking back to the boy's comment on the group being eclectic.
He turned to a computer, typing in a few key strokes so that the machine beside him materialized two more pokeballs, which Oak took gingerly before handing them to Teddy and Hayes, and then handing the first Bulbasaur's pokeball to Matt. With that settled, he returned the other two starters and placed them back in their incubation case, using the computer once more to retrieve a fourth bulbasaur and lay it gently where the other had been before closing the glass. "Now then, along with your pokemon, you three will likely need supplies." Oak turned to the side of the room, opening up two drawers, one filled to the brim with empty pokeballs and primer balls, the other filled with potions. "Here you are, take as much as you need, compliments of the pokemon league." He nodded, backing away smartly from the drawers of supplies.
While they were busy stocking supplies, Oak moved to the other side of the room to pick up three objects before turning and waiting to have the boy's attention again. "And these, are a gift from me." He smiled, holding out the three pokedex's. "There is a lot to learn about pokemon. You don't have to fill every page, but if you could at the very least scan a few pokemon with these here and there, it would greatly help my research. If you feel inclined to more, I would very much appreciate it, but your primary focus, first and foremost, should be enjoying your journey." He nodded.
Teddy, Hayes, and Matt Received:
Bulbasaur | Level 5 | 0/15 exp | 50/50 HP | Tackle - 50, Growl - Lowers Opponent's attack by one stage
Matt blinked a few times in confusion when he heard both Hayes and Teddy say they also wanted a Bulbasaur. He couldn't help but chuckle at how ridiculous this whole meeting had been. For a moment he was worried the Professor wouldn't have enough Bulbasaurs for the three of them, but once he saw him retrieve two more Pokeballs from the PC that worry vanished. Matt took the Pokeball containing his starter Pokemon in both hands and stared at it intently, with a dumb smirk spreading across his face. His concentration was broken when Professor Oak mentioned that they would need supplies, and show them to a desk literally overflowing with Pokeballs and Potions. Matt went to the desk with Teddy and Hayes after they all received their starters and began methodically packing his bag with as many Pokeballs and Potions as he could fit in it.
By the time Professor Oak spoke again about having another gift, Matt had already somehow fit nine hundred ninety-nine Pokeballs and Potions each into his bag. I guess this is enough to start with. He thought, and walked over to the Professor. He listened to Professor Oak's request and nodded before taking one of the Pokedexes. "Thank you, Professor!" He said, beaming. After putting the Pokedex away Matt very nonchalantly ran out the lab door to meet his new Pokemon partner.
