Hm, has it ever occurred in Bleach that the goverments of the world may regonize these spiritual forces and try to re-act to them in a way to get them 'under control'? Just a thought; goverments make everything complicated.

It hasn't happened yet and it probably won't. Normal people don't feel all the reiatsu exploding out of Karakura and elsewhere. And even amongst the spiritually aware their sensitivity is weak. Mostly it's just the hair on the back of their neck rising. Or hearing snippets of voices. Odds are a gov't bigwib won't feel it and entire gov't won't listen to one person. Not readily enough for a containing war. Great idea but odds are it won't happen. Ever.
