A couple of characters can make temporary one-time-use items with a light but useful benefit (I can send in names and examples if needed). I am curious about the parameters of these items! Are people allowed to send in for their own? Are there general guidelines for making these items (such as they must be made/created once a month max, can only be used outside of battle, etc)? Can they interact with personal items at all? Can the one-time-use or monthly purpose be assigned to an action instead of an item? Thank you! The parameters of these items are determined on a case by case basis, because every item is different! However, every character can make items like these for IC play! The only way for players to create these is to send in a plot, so we encourage any interested parties to PM the mule with any ideas they might want to look into exploring! These items are typically either made or found, and can be distributed by the character. For items of this nature, we usually have safeguards put in place to prevent anyone from stock piling—for example, a berry juice harvested from a Senshi’s homeworld might cure minor injuries; the plant might harvest enough berries to create three servings, but might expire after two months. This ensures that in two months, only six servings could be handed out. These items should not be capable of being weaponized; for example, you should not have a character who can create toxic acid that can be thrown on a target, but you might be able to have them grow and harvest small seed pods that, when thrown on the ground create a loud noise, or smoke—things that could be used in battle, but which cannot deal damage and could be a distraction at best.
Depending on the intended items, they may be able to be used in sync with a personal item, but these are typically designed so that they might be given to other characters if ICly desirable. For example, some characters can create small, magical flashlights that can then be given out (such as a glowing crystal); it wouldn’t make sense for the creator/locator of these glowing crystals to hoard them for themselves, but it does make sense if they have allies they want to gift the crystal to. Some items may only have a magical ability that can only be used once (such as a bandaid that might not heal an injury, but might reduce scarring of an already healed injury); in some situations the item may disappear when the magic is used or, when the magic is used, it simply becomes a little trinket they can keep as a memento.
We would need more information and clarification of a one-time-use/monthly purpose ability being assigned to an action rather than an item, but we are open minded and will try to work with players! If you have any ideas about trinkets you would like your character to make or distribute, please PM the mule with a description of what you want your character to have, a plot to acquire them, an intended purpose for them, a general description of use, expiration (if necessary), other limitations/etc!

What would happen if an attempted purification was performed on a half-youma officer? Assume that it was not successful. Would it have any additional effect on the youma half (ie dusting it)? Would it hurt more than usual?
In the event of a successful purification, does it send the youma half back to the Rift or dust them?
A successful purification will destroy the youma completely, as it had become dependent in a symbiotic state with the agent at the time of the merging and could not survive on its own after being removed. The youma and human have merged into a new being; neither can exist singularly anymore. Purification burns out the youma portion of the starseed and restores the starseed to its natural state, allowing the character to return to a human form.
If a half-youma purification was attempted but wasn’t completed, the half-youma would wind up in immense burning/stinging pain, but the youma side would not be destroyed or separated from the human side. There is no way to separate the youma aspect from a half-youma without a successful purification.

Hi!
Considering art guidelines for Chibi to Non-chibi art, is there a timeline in which it is okay to get Alt art for a chibi to age up even though they might not age up right away?
For example, Mimosa is 13 and will turn 14 on november 1st.
An artist opens alt powered slots October 25th and closes them october 27th. I have won their raffle and asked for Mimosa alt art on adult lines, Is this okay?
If so, how far out can you have the alt art. If mimosa doesn't age for a year, and I win a slot, can I still ask for adult lines and sit on the art to be dropped when she does age up?
This depends a lot on what type of art you are getting! For example, if a character is six months away from their birthday and ready to grow to their third stage you could not get their art on the adult lines and then play them as an eternal chibi prior to the official art drop (which would have to be ICly after they turned 14 and had completed their chibi growth ritual). If you win an alt powered slot and decide you want to get her on adult lines even though her birthday is six months away, you could still play her at whatever stage she is at and then just have the alt art ready for when she ages up and completes her growth ritual.
In both cases, we recommend not trying to get art for any event that should occur more than two months away. We generally encourage that players only reach out to get art for a stage they will be earning two weeks prior to it being earned, but because art can sometimes take a while we will work with players. Prior to growing a chibi character who is aging up, please contact the mule first to discuss it with us, as you will also need to send in your chibi growth ritual!
Try to limit getting the art to the two months prior to when she would ICly be earning the stage so you aren’t sitting on the art for a year (where no one can see the art and it cannot be posted, and a year’s worth of plots might affect what you choose to do with the character—for example, maybe plots will lead you to decide that you would rather her corrupt instead of be white moon, but now you have white moon art that you can’t use). We will work with players though, so if you have a plot where you want to have the art ready to drop at the conclusion, please PM us and we will try to work with you!

1- Will the front page of shop get a revamp for characters displayed as A) not all characters are displayed and B) Its a HUGE LAG on a lot of people's computers and very newbie unfriendly (IE: I am on a wire fast connection at it STILL takes me ~3 mins to load the damn page entirely)?
Like, can we get maybe character icon moved to a special faction icon thread of some such as so then people can see characters via icons but at own discretion w/ the lag and stress it puts on speed
2- Will/can there be a compendium of player made items? Not personal items, but event items, (such as the golden books from kuro's event that had effects). I think this would help with others who wish to create such things for their own events and help prevent overlaps and such.
3- Will the guild main forum get cleaned up soon? There are a lot of old meta/event stickies that have been lingering and no longer relevant.
4- Will the shop metaplot thread be updated soon?
The front page of the shop is not currently planned to have any large adjustments made to it! Unlike the master character list, it is optional for players to request their icons to be added to it, so not all characters are displayed or are displayed at the correct rank because players have not posted for them to be upgraded.
A compendium of player made items may be released at some point in time, however there is no rule that items cannot be similar in nature so there is no need to be concerned with overlap. The items, such as the ones released in Kuro’s event, were approved through shop to be distributed as earnable only during that select event. If players want to design an event that releases one time use items (like our IC RP items!) they can PM the mule and we will work with them to create items that fit within our parameters.
The main guild forum is in the process of being cleaned up, however due to our understaffing and subsequent hiring of new moderators, we have been prioritizing time sensitive moderator duties as they adjust to their new positions. We have publicly mentioned that there are not only threads, but entire subforums that are in need of updates, but in order to keep the guild moving and to prevent plots from stagnating we have to be careful with how many projects we take on. Player PMs and quests currently take priority, but in the near future you will begin to see some changes happening!

I have some questions about Negaverse Weapons with Magic!
The negaverse guideline states that they can have small magical boosts and that the more lethal the weapon the less potent magic can be. It doesn't state anything about if there's a number of usage or time limits (that I could find) and I've based my magic/boosts on other approved magic/boosts but wanted a little clarification going forward.
So, my question is;
With magical boosts to negaverse weapons are they required to have some sort of limiters (time or usage) or drawbacks (like x area can only be effected once, etc)?
Typically there isn’t a limit on number of uses or time limit for when magic can be activated for use on a Negaverse weapon (for example, they don’t have a magic pool that they dip into with a duration of time which their magic can be activated) but they do have limitations on how long the magic can affect their target.
Negaverse weapons with magic typically have some magical ability ingrained in the weapon—for example, a sword that is warm enough to the touch that it can cause agitation and dryness to the skin when struck. Any time someone is struck with this sword, they may be subjected to agitation or dryness. The sword isn’t hot enough to burn through anything, but its magical property gives it a different effect in battle; it is too lethal for its magic to give it too much of a perk. Another weapon, a spear, is also potentially lethal but could be written to have ice magic; the blade could be cold to the touch and, whenever it strikes something a thin layer of frost might surround the three inch radius around it. The frost could be cold enough to cause discomfort or make the area stiff, but isn’t cold enough to do major damage. It would have to be written to disappear within a set time period because it is only ice and, as a byproduct of the magic, should fade. In this instance, it would be reasonable for the ice to melt within ten seconds. Another example, a weapon may be something like a whip, not quite lethal on its own but still capable of doing extreme damage; a player may select toxic magic to accompany this weapon. The skin of the whip could be coated in a toxin that, when struck against any surface can cause an acidic reaction. It may burn whatever it comes in contact with for ten seconds after contact is made; this may cause clothes and skin to burn, or it may cause targets who sustain slashing damage to become dizzy and nauseous for ten seconds after being struck.
When writing Negaverse magic it is recommended to consider the magic a natural trait of the weapon itself. The agent cannot turn it on or off, but magical effects will fade over time, and should not be the primary focus of the weapon’s abilities. Magic is a secondary trait and should never be stronger or more useful in battle than the weapon itself.

If a senshi has a child, and 9 years has passed and somehow the senshi dies right before the time the child is old enough to awaken as a chibi, would their child at the age of chibi age inherit the senshi mantle in game canon?
What happens to a Princess Senshi when they become pregnant? Do they still have access to their princess form but not their senshi form?
If the child is nine years old when their parent dies, there is no way for them to inherit the senshi mantle, as senshidom is directly tied to a person’s starseed. The starseed is akin to the soul and is also the direct link to the senshi’s homeworld/their source of power. If a senshi with a nine year old child is killed, their starseed must be sent to the Cauldron to recover and be prepared for rebirth. Only a child born after their death can inherit the starseed that will allow them to awaken into that senshi. As soon as a child is born they receive their starseed from the cauldron; there is no way to swap starseeds, as the body would reject any starseed but their own.
The Zodiac Senshi are an exception to this, but they are not a questable faction and these players would need to directly contact the mule to discuss passing on the Zodiac mantle. Chibi Moon and Sailor Moon are also considered special circumstances that are not comparable to what is normal for shop canon.
Additionally, a Princess form is still considered a powered form and would be inaccessible while pregnant.

I'd like to revisit my ask here about half-youma purification. The answer was that a successful purification destroys the youma half as justified by symbiosis. There are a few concerns I have with this ruling. The first is on a logic standpoint -- full youma purification by court is possible using the exact same mechanic. While symbiosis would work fine as a justification in the real world, youma are people-c**-magical-creatures with shattered starseeds that can be killed and reformed ad nauseam. Why can't magic allow them to generate a new form outside of their host? My point here is: there's no real-life basis upon which we can form a logic structure for youma, as they don't have a real-life analogue. Therefore, there's no logical restriction binding us to the symbiosis method or any other method that would promote more storylines.
The second is on an ethics standpoint -- there are many characters in the shop who view killing wrongly or will outright refuse to kill someone. Half-youma purification destroying the youma half means the group involved just committed murder. And given that full youma purification exists, they could theoretically have purified the youma half too if that youma half were allowed to reform. If, for example, the chaos pushed out with the youma half were able to form a full youma, or even facilitate a transfer of that youma half to another nearby officer, therein lies a vector by which no one is considered a murderer or, in the case of the court that purified Cinnabar, retroactively ruled murderers.
The third is from a continuity/writing standpoint -- destruction of the youma side prevents any further writing of reconciliation with that youma side and the purified officer, or even the ex-officer helping to purify that youma side at a later date. This is a breech of continuity. And in a shop that's so heavily reliant on character-level storytelling, where perpetuity of any roleplay relies on individual relationships, just destroying the youma seems short-sighted from a literary standpoint. I understand if you do not want to repeal the decision. However, I think the shop stands to gain a lot in a variety of avenues if this decision was amended to the youma half continuing to exist post purification. Will you consider amending the ruling on this inquiry? While we do not wish to limit a player's imagination or plots, amending the answer to this contradicts established canon and OOC rules regarding the purification process. It would be difficult to change this without causing several significant issues, among them:
Once a youma and human merge, they become a new, singular entity. This is a byproduct of the Chaos; though they are called ‘half youma’, they keep their human persona and undergo physical and magical changes caused by merging with a youma. In these instances, the human is the dominant life force that is being altered by the youma. It is already established in shop cannon that in order to heal the human the youma must be burned out of them and the starseed restored.
In purifications, it is the fourth stage that is burning out the Chaos, and the Court that is restoring. Fourth stage purification magic has always burned out the Chaos, whereas the magic of a unified Court takes care of the healing. They work in tandem to purify a half youma, but the two magics are different. For example, though it is not ICly possible, if a fourth stage tried to purify alone, they would burn out the youma—permanently destroying them and leaving a badly damaged starseed incapable of supporting life. If a Court tried to purify alone, they would be attempting to heal an injury that doesn’t exist yet, as their magic isn’t strong enough to destroy the youma alone. Neither can purify individually.
Hypothetically, if we changed anything: if instead of burning out the Chaos, the magic of a Royal could instead extract the youma, this would mean that each purification would result in two fragmented entities—'half' of it, the human, who the Court would heal, and 'half' of it, the youma, a creature of Chaos who is incapable of being healed by order. This creature would be badly damaged and forever locked in this broken form; even a trip to the Rift would not heal it because, at this point in time, that is its full, complete form. In this state, it would be incapable of proper function and could not ever be healed to full capacity. This would be a creature so battered and broken that it would be a shell of its former self. By nature of Chaos, adding more will only further damage what remains of the starseed.
Regarding the ethical standpoint, it has been ICly established that there are some youma who cannot ever be saved; at one point in time, they were human, but due to Chaos or other factors, they reach a point where there is nothing left to do but destroy them. Many youma cannot think for themselves and are mindless beasts who function as little more than physical entities to spread Chaos. While some youma can be saved, these are considered rarities among the general population; most youma are too far shattered by the Chaos to ever be restored.
If a character has a moral issue with half youma purification, this is an internal conflict that the shop cannot resolve and which must be addressed on an internal level with the character or by the player. It can be argued that a youma does not count as ‘someone’ because, while they were at one point in time, they are not now. It should be assumed that less than 1% of the youma population can be purified.
While it is possible that there could be some very interesting plots that could come of a half youma splitting into two separate entities , there are still a lot of technical issues with plots of that nature and at this point in time it isn’t something we are able to consider. We try not to say never, but in this instance there is a pretty solid canon precedence that would contradict the proposed change. If an opportunity arises, we may be able to reassess at some point down the road. This would likely require some sort of IC explanation/a new plot mechanic and, because of the established canon related to this, it does have the possibility to be largely game changing, and is not something we will be able to consider lightly.

Iirc the Negaverse has snuffed out senshi/knight presence in the rest of the world, which leads to a couple questions -- how long has the Negaverse been active? Did it only start back up in ~2009 when the shop opened, or 50 years ago, or has it been active since the SilMil?
And if it's been active for a long time, did mineral names show inheritance patterns like with senshi and knights (which would be a fun bit of irony)? For example, since there's a finite number of named minerals, there was a General Gold ~200 years ago. Since that person's long dead, their name got reinstated by another possibly unrelated person. Would this happen, or are mineral names strictly one-and-done? If not, is there a statute of limitation on poaching a dead agent's name (ie can it be done in shop)?
The Negaverse was only really active in the few years leading up to Beryl's canon revival in our shop. When Beryl was resurrected, there were already Negaverse agents around the world cementing control of places, and as those places were locked down, Metallia was able to focus more on DC and the sudden surge of Knight and Senshi awakenings in ~2009.
While there is some wiggle room for when the Negaverse actually began to awaken, it can concretely be stated that it wasn't active prior to 2000. The events of canon Sailor Moon happened in ~the 80s, so the only Negaverse names that were used prior to 2000 are the names of canon characters.
Because there is such a huge gap in when the Negaverse was last active (~1000 years ago during Beryl's war), there were no names claimed within that time period, and no mortal alive to care about reusing names. Records were lost of the agents from that time period, so there is no concern or fear of overlap or confusion.
The Negaverse ICly will not recycle names until they run out of all feasible names. For example, if there were only 500 usable mineral names, all 500 of them would need to be used before the names would be recycled. Theoretically, after a hundred years, a name could be reused ICly as agents who used the name, and those who knew them, would no longer be alive and there would not be any IC confusion either with interactions or with records.
While there are a finite number of minerals on Earth, it is assumed that new minerals will be discovered as the years go on, providing us an ever growing pool of mineral names. The only exclusion to this is disposable Negaverse officers, who require non-real mineral names to prevent possible naming overlap OOCly. With as many minerals as there are, we do not anticipate that we will ever reach a point where the Negaverse will need to reuse names.
Because there are still many mineral names available, the Negaverse would not ICly reuse a name that belonged to an officer within the past hundred years. OOCly, it would not be possible to poach another officer's name because we need to keep a clear record of what names are in use, and we are not permitting discarded names from being reclaimed at this point in time, or any in the foreseeable future. If there does come a point where viable mineral names are severely dwindling and are affecting new characters from coming into play, we will absolutely revisit this rule!

Moonshop operates in a real-time, real-world environment. Though Destiny City is fictional, it exists in the United States as if it were real. Trump is currently president.

For Senshi Mauvian requirements - if there was an awakening rp that never got to the part when they became a senshi, does it still count for the requirements or would it only count as a regular rp even if it's unfinished?
Typically for the RP to count for growth requirements or the awakening requirements, the RP needs to have at least 500 words and a concrete ending. If a roleplay hasn't been posted to in many months and there is no way to contact the player or end the RP, we encourage a player to message the mule to discuss their situation and we will try to work with them, though!

The Negaverse Database has gone through 2 revamps [ here] and [ here] and I was wondering if there is going to a similar revamp for the Senshi Database [ here] on the cards at some point in the future. Unlike the Negaverse Database, the Senshi Database up to this point has been primarily player run and we did not want to take anything away from the players who were involved in its creation. However, this is an important tool that we would like to see made use of, so there has been discussion of revamping the Senshi Database to make it a more relevant, shop maintained tool for senshi and Knights to utilize. We are going to work on implementing this tool for release in the near future and will make an announcement when it is ready for release!

Is the Destiny City District Attorney an elected or appointed office?
The District Attorney is an elected official in Destiny City! Because there is only one District Attorney in Destiny City, they are treated with the same rules as the Chief of Police, the Mayor, and other one-of-a-kind positions that can only be filled by one person. If you have any questions about the current DA or wish to do any plots referencing them, please let us know! We are going to work on a list of important NPCs that exist in the city and would be known by the general public in the near future, just so people can reference important figures!

We haven't seen a player fourth since Ganymede in the summer of '16 and we are now approaching 2019. Is fourth stage still possible? Party to that, does the release of NPC GSes impact or otherwise delay the possibility of a PC GS for the Negaverse, which hasn't had an active PC fourth since ~2013? Lastly, are the guidelines from 2011 listed here still accurate for earning fourth stage or are there changes / additional guidelines for someone to achieve fourth? Fourth stage is still possible! Traditionally Natsu was the only artist who was doing fourth stage art, and with her busy RL schedule she cannot produce as many pieces as she used to. However, we have been working on ways around this and will have a public announcement after details have been finalized. In addition to wait time for art, the player earning a fourth stage is required to submit a plot to ICly explain how their character acquires this stage. In many instances, players choose to do a plot that can span a period of time, so while we may currently have players that have been contacted about fourth stage, they are still working on plots to work towards this reveal.
NPCs will never have an impact on PC fourths. Our NPCs exist to serve a specific function in the Negaverse that ensures staff is responsible for anything that may happen. In the past, when the staff was inactive, PC fourth stage characters in the Negaverse were blamed for the inactivity and were expected to carry the weight of the entire faction when they were not in the position to do everything the playerbase expected of them. This was no fault of their own and was extremely stressful and unfair to these players. The stagnant state of the Negaverse was blamed on their fourth stage characters, who ICly were expected to be doing more work than OOCly possible. The Negaverse NPCs exist to ensure that there will always be staff maintained structure within the Negaverse and will take the burden off of PC fourth stages when they return or as more characters are promoted. This decision was not a choice between more NPCs or more PCs--it was a decision to ensure that should issues ever arise, the blame could be put on staff NPCs instead of player PCs when the player could not control the state of the entire Negaverse. Additionally, having these NPCs will ensure that there is always an unbiased party available in every branch of the Negaverse that can be requested for RP.
While there are no set in stone requirements to earn fourth stage, we do still suggest that players hoping to be considered abide by the rules as posted in the guidelines. Though those guidelines have not been updated, they still represent the core requirements we look for when considering an IC promotion. While we do have other things we look for that are not publicly posted, anyone hoping to attain fourth stage is encouraged to keep that model in mind.

Do we need to mention to leaders of factions if a character continues to kill disposables of a certain faction? No single character should be killing so many disposables of a certain faction that the leaders would need to be forcibly involved, but if a player wants to plot that the leaders get involved, that is fine! In that instance, we encourage that the player reach out to the faction leaders that would be affected to determine what those leaders should know, and how they would respond to the threat! We encourage players to continue using the Disposable character thread here or, in the event a player believes a plot may require enough disposable characters as to warrant the attention of a faction head or royal, we encourage them to send in a PM so we can work with them on their individual plot! A good rule of thumb is that no single character should be taking out so many faction members that it is assumed to be impacting the faction's ability to function, but any deaths in that faction may be enough to warrant a leader's involvement if the player desires!

From the above response since I'm curious:
Will 4th stage requirements be updated then?
Why are other things that contribute to what staff looks for in a 4th not publicly posted?
We will have a public announcement that covers fourth stages in the near future! We will be updating the thread with clearer fourth stage guidelines at that point in time. The core guidelines are not being removed, but we will be expanding on them to give everyone a clearer understanding of what will be considered when looking for characters to promote to fourth stage.
Previously, an older staff wrote the fourth stage guidelines and they have not been updated since then. While the current staff has been very open to inquiries and has attempted to answer everything in detail, we simply have not updated the thread. For this reason, while the other contributing factors are public, they are simply not publicly recorded in that thread yet.
Our update will cover and clarify many questions we’ve had though, so please keep your eyes out for that in the upcoming weeks!
