Village of Fairies is now harder to get. I didn't get any yesterday, and I got 100+ RIGs, none of them was Village of Fairies. Man, REALLY RARE.

The update isn't clear as to if the RIGs will rotate, but I don't believe so. I haven't read anything that clearly states it one way or another, though. Sorry!
