Russia Passes US Adoption Ban

MOSCOW - The upper house of the Russian parliament unanimously approved a ban on adoptions to the United States on Wednesday. All eyes are now on the Kremlin as the bill goes to President Putin for his signature.

The ban was added last week to a broader bill retaliating for human rights sanctions signed by President Obama earlier this month. Putin has expressed support for the broader bill, which reciprocates the sanctions, but dodged questions last week about the adoption ban.

At stake are the cases of 46 Russian children whose adoptions would be frozen if the bill becomes law, according to Russia's children's ombudsman Pavel Astakhav. He said those children would receive priority to be adopted by Russian families.

The proposed ban has split Russian society. Outside the parliament at least seven people were detained while protesting the bill, according to RIA Novosti. Human rights advocates have urged Russian authorities not to move forward with the ban, saying it denies Russian orphans a home with a family.

It has also caused a rare division among the Russian government.

Several top officials, including Russia's foreign minister and education minister have come out against the ban. A leaked memo from another top official suggested its passage would cause Russia to breach several international treaties, including a recently enacted adoption agreement between the United States and Russia.

Others, like Astakhav, have supported the measure, saying that Russian children should remain in Russia.

A recent poll by the Public Opinion Foundation found a majority of Russians supported the ban, while a quarter opposed it and another quarter expressed no opinion.

Russia is the third most popular place for Americans to adopt children. According to the State Department, over 45,000 Russian children have been adopted by American families since the fall of the Soviet Union in 1991.

Russian officials, however, have pointed to the cases of 19 Russian adopted children who have been killed in the United States as evidence of broader mistreatment of Russian children by their adopted parents. The adoption ban bill was named after Dima Yakovlev, who died in 2008 after his adoptive father left him in a car in a Washington, D.C., suburb. The bill also slaps sanctions on Americans accused of abusing Russian children and judges deemed to have provided them with lenient sentences.

No... I don't believe 100% of adoption by the United States from Russia should be banned.


But if Russia and the United States is too lazy or can't afford to deal with this,.. then maybe that's what this is.

Right now Russia is the top producer of Child Pornography. Right now Russia is letting teenagers get fantasy surgery that perm disfigures them. Right now Russia is allowing Teens and Tweens to be pressured into getting outragous fantasy surgeries. Right now Russia is encouraging Teenagers work on getting Husbands and Dates outside their country ( Mail Order Brides) and having them start their photos, videos, and communications with these potentials as young as 12.

[Added] I want to give a Visual Aid. These Surgeries begin when a girl is 12-16. Some times girls Travel to Russia to have these. But Russian girls get this done, too. They may have implants put in when they are 14 for work or for their future marriage to the biggest bidder. Hard to cover it all but several paths lead tweens and teens to dramatic Plastic Surgery in Russia.

This ban is perfect! Way to go Russia! Keep your children safe in the hands of parents that want to brainwash your children into becoming a role model American. Be Russians, never be American. You were all born in Russia, never try to be Americans. And besides, your likely to get shot there anyways.

While this is sad news for Russian orphans, I've never understood why Americans feel the need to adopt from overseas while so many American children are in need of adoptive homes. I suspect that Russian kids are popular here because too many white folks are racist and will only adopt a child that matches their own skin color.

I don't think it is a case of Russia being terrible and not giving the children a chance, every country has its faults (America does too believe it or not) and I don't blame Russia for trying to protect their children from abuse abroad. There can be no 'shame on Russia', why not 'shame on America' for not protecting the adopted children who die or receive abuse? Or are returned (as I read in a similar article) because they are not what the adopted parents thought. There are faults in both countries that need to be worked out on both ends of spectrum.

It called read tape. Kids in America have so much red tape (laws and restrictions) on them. They are hard to get out. Then their is the factor of age. Many kids left in the system are grown and or disabled and many people don't want that. They see them as damaged goods, or to high maintenance. Also the foster system list a small fracton of kids who should be avaiable for adoption but they don't because they get paid for kids they have in the system. (It took my 1st Cousin once removed 5 years of legal battles to adopt three foster kids.) That and there is always a fear of kid birth parents showing up. Get them out of the country it's generally easier, faster, and you get better quality.

I am sorry that our country has a lot of red tape, as some people say, but we do need to take care of our country's own children. I do feel for the Russian children also but do you go try to take care of your neighbor's business before you take care of your own?

          I’ve looked into the adoption industry because I felt that adoption was going to be the only way for me to have children after the birth of my first son. It’s really not as hard as people make it out to be. Have a good home, have a stable job, don’t be involved in drugs and alcohol and you’re pretty much in the clear and guaranteed to be in for a child. The only reason it’s easy for people to adopt overseas is because they don’t have those cautionary stipulations.

          Just because one thing is easier doesn’t mean it’s safer for the children. Russia didn’t have the stipulations to prevent the children from going to bad homes. Hence why so many children adopted from there were neglected, abused, used for trafficking, and even sent back as if they were pound puppies. You can’t do that here in the States and for good reason.

          If people have an issue with safety regulations and standards with adopting a child then you shouldn’t be adopting children.
