How does this work exactly?

Pretty much like this;

You gather the Formula, Components, and crafting costs, and if the Formula is a Level is higher then your own you can hire someone who is high enough to craft it for you.

You basically trade with that hired Alchemist the Formula, all the Components, and the Crafting Cost (depending on how many times it takes), once crafted the hired Alchemist will trade you the crafted item you wanted.

There is the trust issue, but you'll just have to see what others say about them, and if there is any ripping off going on the Hired Alchemist will most likely lose their account in the end of it.
