I liked the first and second Budokai. People said they both kinda sucked, but that just proves critics aren't always right.

The only thing I disliked about either of them is the story mode of Budokai 2, that makes me cringe every time.

New information has surfaced on the upcoming game Budokai Tenkaichi and it's enabled me to compile a list of more than 50 characters (55). Two of the characters I'm not positive of but I believe they are what I think they are. I'll work to find the remaining characters.
