Pretty much! Well, if you're on the dashboard, you can write comments to some types of posts but it's annoying for the OP to respond to those comments because there is no proper facility to do so!

but you can always reblog-and-add-comments, or send a fanmail...

or get missing e, an extension that I think probably takes care of all these problems
