Sooo how would one find this Pokemon shop.

Telma is looking for a shiny Numel , to win over the heart of Gabriel Night (Main OC). He doesn't just love duckies , he loves numel tooo.... Odd just like myself in RL....

So how would she know this shop would have one?

The pair might stumble across each other, maybe when Ialu is taking Zenny out to flail around in some shallow water. *giggles at the Magikarp* When he discovered a Magikarp found one of his magic stars he ended up taking him in... LOL

There isn't a shop per say, more like Ialu has a cabin in the woods where he stays along with Serph and Tyra who are his bodyguards. *giggles* He wanders out from time to time, occasionally on his own, to see how the Pokemon that live in his forest are doing. He might know of a Numel that Telma can meet with if she mentions her desire to find one to him.
