Sometimes I use stock images for just a hand reference, other times for the entire pose.

No, what I mean is more in the case of directly copying another piece of artwork. Not exactly tracing, but eye-balling the style and image itself.

An example is that in past contests, I have encountered situations where people eyeballed parts of manga, changed a few things, added different colour, and then claimed it as their own. Say that this person submits multiple entries. It becomes obvious that something isn't right when the inconsistencies add up to the point that low skill isn't an excuse.

Stock images are completely fine to use as reference for poses and such. It's an important part in learning how to draw certain things since our minds may not interpret things properly without practice. I encourage it as long as people don't cripple themselves by tracing.
