The US version is Jet Grind Radio and the Japan version is Jet Set Radio.

It was originally on the Dreamcast. I'm telling you this because you can easily get it on emulator.

If you want a ported version (which some tracks were left out) You can get it on:

gaia_pawstamp PS3

gaia_pawstamp Windows (Steam)
gaia_pawstamp PS Vita
gaia_pawstamp iOS
gaia_pawstamp Android

(Although I think the last two would probably be obsolete)

Also, there was a really crappy version for GBA rofl
