The History of Oa and the Guardians of the Universe
One of the oldest planets in the universe, Oa is the home and headquarters of the Green Lantern Corps.
For billions of years, Oa held no importance other than being center of the universe. Circling it's star Sto-Oa 'The Light of Oa', the planet was just a desolate, desert-like, lifeless planet with little atmosphere.
Oa would only come to importance when a species from the planet Maltus moved here. Calling themselves the Guardians of the Universe, these midget-sized, blue skinned immortals had come to Oa to atone for their actions. Being the oldest and first intelligent beings in the universe, they had mastered incredible technologies and in one experiment a Maltusian named Krona used time-bending technology to observe the beginning of the Universe.
According to the Guardians it had terrible consequences. The experiment was to said to have flooded the beginning of the Universe with entropy causing it "to be born old". They also say that it caused the universe to become fractured, spawning the multiverse. Weither this is true or not is anyone's guess - such an experiment will probably never be attempted again.
Thus the Guardians, also calling themselves Oans, set up shop on planet in the center of the universe. Considering themselves the Guardians of the Universe, they set out to combat evil and create an orderly universe. They came to reject any emotions as weak, viewing will as the ultimate tool.
Their first action, before Earth even had life on it, was to focus and control something they called 'The Glow'. This "energy" was actually the collective willpower of the inhabitants of the universe. Accessing and manipulating this willpower gave the Guardians an ultimate tool to pursue their goals.
Their next action was to track down the energy being of fear known as Parallax. Coming together to fight back that which preys on the weak, the Guardians sealed it away inside the Central Battery. Using the collective willpower of the universe that was also stored within the Central Battery as a means to control Parallax, this battery would one day be used by the Green Lantern Corps as the source of their rings' power.
The Guardians next tried to bind much of the wild magics of the universe away, forming the Starheart. Having become sentient, part of it escaped and fell to Earth - eventually taking the form of a green lantern which would one day come into possession of Alan Scott. As time went on, the Guardians did many other feats: On Mars, they confronted the destructive race known as "The Burning" and split the race into two new species: the Green Martians and the White Martians. The Guardians imprisoned the mad god that made up the entire Space Sector 3600. They even guarded the shuttle of the infant Kal-El so that he made it to Earth, safely. The Guardians did much over time to ease the insanity of the universe, but they came to understand that they alone could not keep order and bring peace.
They even formed the Manhunters - the Guardians first attempt some 3.5 billion years ago to create an interstellar police force that would combat evil all over the galaxy. The project ultimately failed, the Manhunters turned on their masters - caring more for their oath 'No Man Escapes the Manhunters' than upholding justice. The Guardians ultimately defeated these robots and they retreated to Sector 3601 - the only sector of the univese left unpatrolled by the Guardians due to its lack of organic life.
Thus, the Guardians formed the Green Lantern Corps 3.5 billion years ago - ultimately believing that mortals were the ones deserving to protect their fellow mortals who inhabited the universe. The Central Battery became the source of their powers and using their hyperadvanced technology, the Guardians created the power rings to be the universe's ultimate weapon against evil.
The Guardians would come to rebuild and retool Oa. Though they had a basic city which to live in, they came to build a massive and great enclosed city with such things as spacedocks and merchant squares on this planet to make it more habitable for the various species, races, and other lifeforms that would make up the Green Lantern Corps. They established a breathable oxygen-nitrogen atmosphere for the whole planet and city that would best suit most lifeforms. The planet would start to bustle with activity as the Guardians became well respected along with their Green Lanterns.
For once in billions of years, Oa is an alive world. Alive with beings from across the universe. While most sections are reserved solely for the Green Lantern Corps and the Guardians, a fair amount of this single, enclosed, city on Oa is busy with activity - trading and commerce, housing for refugees and for those who wish to live there, and home to its own unique and personal culture.
Oa is now as much a headquarters for the Green Lantern interstellar police force as much as it is a home and spaceport for millions of peoples.
