I would say Kagome cause she can control her wind...sorta...with her arrow.

Kagome because even though Kagura can manipulate the winds Kagome has an arrow that can technically destroy or hurt anything and she is able to purify jewel shards by just touching them.

hhhuuummmm... tough call cause i like kagome but kagura is my favorit bad guy... but teckncally kagura is only bad because she is forced to do what naraku wants her free will dosent' come into play....i don't know if my answer don't spell it out....both?

kagura! she is way cooler. sorta... well i like kagura better cuz she doesn't complain and argue as much.
