Paranoia in the GiB was not unknown. Nor was reading so called 'Science-fiction' novels and discoving therein ideas which might become vital tools for the organization.
Chisa had just made one such discovery and sent out a message to all with expertise in psychologicl and techical fields.
The discovery? Coming from the pages of Dune, it was simply put, a pain box. A device by which the body is meant to experience pain via nerve induction, causing the mind to percieve a purely phsycological pain that leaves no mark upon the 'viticm'.
Chisa thought this might be a breakthrough in non-lethal comabtive devices, and a training method against torture, all in one. She just needed a crew to develop it.
Chewing on her pen, she sketched out a basic idea of the needs of the device. They'd need some medical data on nerve endings and how to stimulate pain. She added medical experts to her list of individuals wanted. then, it would have to begin as a rather large box.. maybe they could streamline it to a patch, no way to make it projectile and keep things safe, not yet, at least.
With one medical specialist, one mechanic capable of building the device, at least on volenteer to guinea pig, and herself to record and assess the results of use on the psyche, they should have a fit crew. But first and most important, getting persons interested.

Quinn Cillian stepped into the room, glancing around. "Hello? Oh, hello Chisa. I saw the door was open... Do you need help with something?" he asked. She looked frazzled.

Agent Dalvar was wondering the halls. No, wondering is perhaps the wrong term, it implies a lack of a purpose. Her walk had a definite searching tone to it. Prowled then, she prowled the halls.
Yep, you guessed it. Or perhaps you didn't, no matter. One of her 'pets' from Section 13 had gotten out again. Oh well, at least this time it was nothing dangerous.
She noticed a flicker of neon yellow as the creature turned a corner. Without much thought as to what else was in the room she speed up and followed it into the room, grabbing the door frame momentarily as she made the sharp turn.
There it was! Under a desk! She dashed over to the desk and caught the thing under her cupped hands. "Ha!" she exclaimed and removed one hand only to grab the thing's tail, standing and holding it at eye level, "Got you... finally."
It was a lizard, no doubt about that. A neon yellow lizard, the kind of shade that almost blinds you. It was three inches long, five if you counted the tail, and (On closer inspection) almost skeletally thin. It pawed franticly at the air, trying to escape Dalvar's grasp. "Not a chance." she told it and slipped it into the pack at her side.
It was only then that she realized that there were other people in the room. Oops. "Oh, um, hi Agent Chisa and, um, person I don't know..." She smiled in embarrassment and scratched the back of her head, but quickly recovered her mental footing, "So what's that you're working on?" she asked, trying to read Chisa's work upside down.

"Pleasure to meet you." the Zurg said, holding out a congenial hand in greeting, "The name's Agent Dalvar, I work at Section 13." Not that she really expected him to know what that was exactly, it was the most hush-hush part of the GiB and Zi -who led it- was known to be rather trigger happy with her nuralizer. It was said that she had even nuralizer TIM. Dalvar didn't really doubt it.

Chisa jumped nearly three feet in the air, scatterign her papaers as she landed. "AH! people!" She pushed her glasses back up her nose and gathered hte pile of papers into somethign that might be called order.
"I'm curently working on a theoretical device that causes pain via nerve induction. If we can develop it, I haven't a clue what others woud have it used for, but I'm sure it is of great value as it doent do any physical damage to a person." She tried to explain but was sure she failed. So, in an attempt to make things clearer she pulled out her sketch which showed a crude humanoid figure with its hand in a box, and obvious shock to the body. then, anotehr diagram that shows the inside of the 'box' which shows the actual eletrical pulses aren't enough to even cause a static shock, but are rather targeted to the individual nerve endings to simulate ((and stimulate)) the pain receptors as if the hand were being charred.
"See, you put your hand in, and then, poof, turn it on, and your brain thinks you're having your hand burned off." She gestured absently to the vague drawings. "If it can't be mad einto a sort of weapon, I don't know what the Combat R&D team is doing there, it could at least become a very useful training tool for covert ops agents who may become captured and tortured for information they hold."
"unfortunatly, I don't know HOW to stimulte nerve enedings in this way, and I can't build the device myself, AND I can't test it on myself and evaluate the psychological impact. So I need people to help with that." Chisa chewed on the end of her pen again. It could be an easy project, or it could take months.

Velvet shook Dalvar's hand. "Section 13... Sounds shady," he said, and sighed. He turned to Chisa. "This thing sounds dangerous... Are you sure it's...," then he stopped. What this thing could do was... strangely amusing. "That aside, I'm sure it's fine. I'll do whatever it takes. I'll even be your guinea pig. In fact... I request it. So long as you man the controls," he said, still half-thinking about the possibilities. Such potential! He tried hard to keep from squealing.

Chisa was taken aback by the enthusiasm. "Great! Now I need a medical expert and an engineer and we can get this going. I'll take a look through te records, see who I can call up." She frowned slightly.
"You do understand this is dangerous, right? I mean, it doesn't burn your hand off, but the early testing might be faulty, causing nerve damage, or you might convince yourself the pain is real to a point where your brain ceases to send signals to the hand, rendering it' dead'." She had to go through the risks even before they began building.
"And I have no idea what it could do to the psyche, it -is- pain afterall." That said, she typed furiously searching the records.

Velvet walked up to her from behind. He gently placed his gloved hand on her shoulder and leaned in closer... But just slightly. "Miss Chisa... This is a very important device, correct? Why limit it just to the hand? Why not test it completely? That IS what it could be used for eventually, right?" he asked, smiling. "But... of course... An initial test would be ok. What do you think?"

"Maybe a little..." Dalvar told Agent Velvet then laughed, "But also wicked awesome."
Then the Alien set her mind to what Chisa had said. Unlike Velvet, she was not thinking of the possibilities, in fact, none of them had even crossed her mind. She was thinking of ways to make development easier. Because, as every good programmer knows, shortcuts are your friends.
"Well..." She said hesitantly, "I know we -meaning Section 13- have a way to turn nerves on and off as well as heighten there ability to feel. But it is in the from of a liquid that must be injected into the subject." She chewed on her thumb -a bad habit- in thought, "If we could find someway to take that basic idea and find a way to send it through the air... But we would still have to find a way to actually cause the pain."

Velvet thought deeply. Guns... Needles... The Green Goblin... "Eureka! I've got it!" he said, spinning Chisa's chair around. "Alright, listen: we take a form of launcher. We need a needle-style device. When the needle hits the target, it will inject, like a scorpions stinger. In the liquid with Dalvar mentioned will be... Here it is... Nano machines. They will carry out the procedure of seeking out sensitive nerve endings and simulating the pain. So, in theory, if shot at the head, they could find the brain and a problem could ensue. However, if we make them to be self terminating and non-replicating... They could be programmed to 'die' when they've found their one target, almost like sperm cells," he said, taking a breath and laughing at his little simile. "They would have to be extremely delicately programmed to target only nerves... And inflict a certain type of pain, which opens the option for numerous forms of ammunition such as freezing, burning, a shock, etcetera. And then, if used as a 'torture' device, they could be programmed there by you, Dalvar, to do whatever was needed for the victim, the intensity, and so on... What do you think?" he said, breathing slightly fast, a strange gleam in his eye.

Dalvar made a noncommittal sound and shrugged, the idea seemed not to follow Chisa's original idea. This was not to say it was a bad idea, for it was not, it was just not exactly what they were looking for.
She coughed and redirected the man, "Although that is indeed innovative, Agent Velvet, that is not exactly what we are looking for. Remember, the device Agent Chisa was thinking only effects the area in the box."
Another thought occurs to her and she backtracks slightly in the conversation, "The liquid is full of Nanos, in fact, the liquid itself is really only a substance for the Nanos to move through. But enough about that, it is Section 13 work." She shrugged.

"So... It wouldn't work? Why not program them to affect only the area in the immediate area around the wound? And for stationary interrogation, we could easily use a box to seal off the area... Am I crazy?" He felt rather silly now... "Is Section 13... THAT secretive, Miss Dalvar?" he asked, fixing his gaze on her Zurgaian (Ha! I coined a new term!) eyes.

"Hmm..." Dalvar looked off into the distance and gnawed on her thumb in thought, "No, you are not crazy, I think. I and what is wrong with being crazy? Some of my favorite coworkers are -boo-tai jung-tzahng-duh- not entirely sane." She grinned at him and shrugged.
She met his gaze with a stare of her own and said, "Well Agent Velvet, we are allowed to nuralize agents who learn things about Section 13 and do not have the appropriate level of access." Her voice cool and calm.

"Bow-tie, what now? Anyways... Forbidden Section 13...," he muttered, distant from the world. He suddenly snapped back to the here and now. "Nuralizing, hm? Want to explain the process exactly, Dalvar? I'd be rather interested in learning... It sounds fascinating, actually," he said, continuing to look at her. "But if that's too much to know... Well... I won't ask."
