Yes, you can tell she wants to, because when at the prom, she talks to him about it. Y'know, she thought they were dressing her up to change her.
Edward then pretends that he was going to change her, but he doesn't asking her if she really thought he would. She says that a girl can dream. So yeah, she wants to be a vampire.

yes, Bella really does want to be a vampire, mostly so she can be with Edward forever. Actually, totally because she wants to be with Edward forever.

Yeah, she does, but Rosalie and Edward don't want her to become "one of them..."
But everyone else does, I think. Except for the werewolves, of course. Especially Jake.
