To acquire a Metroid, you must speak with Gulliver, and shoot his ship down out of the sky. He comes on a random weekday every week, and can be hard to find. Once you complete his quest, he has a series of rare items, one of which he will give you. A possibility is the Metroid [not listed in the Guide], but completing hie quest does not neccesarily guarantee you it. I definetly reccomend completing it anyway, though.

He comes everyday, just randomly. Not completly random...
He comes when the clock time ends with either a 7 or a 14 I believe. I'm sure about it ending with 7. Balloons come out when ever the clock time ends with 4. For example:
12:24
5:34
Gulliver comes out:
9:07
6:37
4:47
any time the clock ends with 7. Balloons come out when the time end with 4.

That dude is right... I got a balloon at 14:54 and Gulliver showed up at 14:57!! I couldn't hit him, though crying
