In order to be eligible for the Quester Charity, you must have your quest approved by Kyrianna or Nozomi. This doesn't mean that your quest is perfect, it just means that it doesn't step on any toes or break rules.
You may also request a critique in your approval request. You'll likely get one anyway, though.
