If you don't mind a degree of OOCness you could team him up with a few people. From the rather obvious Leon to the crackier Sora and beyond.
... Though if you prefer things in-character, I can only pair him up with a razor given the fact that he's the epicentre of western emosexuality. XP

I think Cloud looks pretty good with Leon, and I read a fanfiction where Cloud was paired with Riku.
Though I must also agree with Narki.
Cloud is really just an emo with blonde hair. XD

Hoho! Cloud is Sephiroth's uke! XD I've always been huge fan on SephyCloud~ When you have beaten Sephy and you have to bring Cloud to him and they start to fight and blaablaablaa, they disappear. They won't fight, they move to lovely little house where they can be husband and wife in peace. |3 (My bro says this theory is sick. XD)

mef....CloudxSephy is pretty nice...and after all, the guy who's Sephy's voice actor in KH2 is gay anyway... rofl ...
Buuut! I still like Leon/Cloud better!! xd
Have you SEEN the way they talked to each other in KH2?! There is absolutely NO reason that they aren't gay for each other...
Maybe it could be a love triangle between Cloud, Sephy, and Leon.... surprised lol
and Cloud's name is emo:
Cloud- a state or cause of gloom or anxiety. Show sadness, anxiety or anger
Strife- angry or bitter dissagreement
...as stated in the dictionary...and he does act that way sometimes.... sad
