Yes you can, water is a better medium for carrying sound that air since the particles are closely packed together and don't loose much energy in the transfer from one atom to the other xd xd xd xd xd

what fox said its easier to hear in water then it is in the air thats why marine animals have better hearing

You can hear underwater, however certain things are very unclear.
If you want proof of that try talking/screaming to your friends underwater while they are underwater as well. You both will hear each other, but you won't be able to understand them as easily in comparison to being above the water.
