The obvious method for one Yomoda Chisa to preform her observation and operations is via the Wired.
The Wired: A reality that is on a continuum with Real World. Stimulated, as in "This Accela makes me Wired". The state of being connected (such as to a network).
A consensual hallucination (as in William Gibson's description of the Matrix in Neuromancer). We all agree (more or less) to share (more or less) the hallucination that is the Wired. Meaning, how much each person agrees to hallucinate the Wired will vary, and furthermore, each person's hallucination will vary (more or less) from the statistical average "consensus Wired."
With the advanced systems of the GiB, Chisa was able to transition her entire body into the Wired while retaining conscious attention on the 'Real World'
Real World Everyday human existence.
Interpretation: A consensual hallucination. We all agree (more or less) to share (more or less) the hallucination that is Real World. She was looking for anti-GiB propaganda and rival war-mongering groups. Very little to report but the ramblings of a few madmen and rebellious teens. Nothing that as of yet proved a danger.

Chisa finally disconnected herself from the Wired, begining to sort through the information she had recieved.
There was another breakthrough in electro-psi manipulation that might prove useful in modifying the Hoverrounds.
"I need to begin training a group of agents to make better use of the parapsychological enhancements. If we can find a way to re-format the KIDS program, we should be able to take our most advanced hackers and allow them to 'hack' reality." Chisa spoke into a hand held recorder, looking around ofr any other agents in the area to ask if they wanted to help in this. She needed volunteers to begin, and they needed to know the risk of their own sanity. That of course was the flaw in the KIDS program, the use of PSI to access to the collective unconcious via the outer receptor, could result in the inability to recover control of the body. She needed strong willed individuals who were still innocent and with the ability to belive strongly in the powers. That wasn't very common in hackers, but it was always possible. The GiB attracted the most interesting individuals.

Chisa sighed and went to pour herself a cup of coffee, only belatedly remembering how much she hated the stuff. "Oh crap...." She muttered, there wasn't anything new she could do. She would have to run another scan of the GIG group that had popped up, they looked like they could cause a problem. She sent out a general request via email for any agents who were technologically inclined to seek her out for a possible experiment.

Agent SK44 walked up to Chisa and said, "I got your email. Normally, I would not volunteer for anything like this. Before coming, I attempted to learn something about this experiment, but I was unable to find anything. That is very unusual, so, I decieded taking place in it is an acceptable risk to find something." He half-smiled and waited patiently for Chisa's response.

Chisa looked up from her notes, shocked at an actual interest. "I am looking into improving upon an old project called the KIDS program. If we succeed, we will be able use our hackers to influence reality like it were a program." She typed a bit into her files to access more data on the outer receptor and pull up her own records of the KIDS program. "The problem is, there is significant risk when entering the state used to 'hack'. The first tests would be done with large amounts of equipment, but if things work well, an operative would need nothing but their own mind to access the collective unconcious." She pulle dup a diagram of the device used for the first KIDS program, including the pictures of the countless children that were sacrificed in the process. "I would have to wire the subject into an outer receptor and render them unconsious so as to activate their psi potential. The danger lies in that it is possible that the consiousness would be transported into the outer receptor, leaving the body in a coma indefinately." That was what had happened before. Since children were used, so many had to be taken to provide enough psi to effect reality. Trained agents might posses high enough levels that they could reach the desired level with a mere dozen, rather than the thousands Professor Hodgson used.

"Okay, I get the basic concept. But why do you not use a suitably programmed robot to test the initial phase of the project?" SK44 sat down on the ground in front of Chisa. "If it could be made to work I can make a copy of my Gbot's hard drive and give that for the testing."

Chisa shook her head. "Humans must be used at all times, theres no way anything without what is called by most a 'soul' could be used, we need a rational thinking being capable of planning for long term. You cannot program in all the 'what if's of something like this, and PSI is sensitive energy. I've got the schematics for an outer receptor, and I've asked some technicians to help me piece one together. I'd be doing the alpha testing myself, of course, but I am not of a skill level to actually make use of the program." Chisa could do minor hacks, she could alter a color by a few degrees, change the solidity of an object temporarily, and produce sounds, but nothing useful. Just tricks.
A skilled agent might be able to re-program memories of thousands of Gaians and Zurg from an offsite location. This would be perfect for mass operations and cleanup.
"I'm going to have to delve more into the Wired to look for the best way to combine the psi from our agents without the fallout"

"Well, this sounds interesting enough for me to risk taking part. Can you tell me exactly in what ways would the agents need to be skilled to make full use of the system?" SK44 pulled a notebook and pencil out of his bag to write down the important facts of what Chisa was telling him. "Like, do you need agents who are more skilled in mental arts or physical pursuits? That kind of thing."

Chisa nodded and pulled out her own notes. "Subjects would need to be in good physical form to support the proceedure, they need not be athletic. Mental ability is primarily needed, along with a knowledge of computor and programing language. The must be open minded enough to be able to see our reality as merely a level of existance which can be modified when tapped in a different layer of existance. That was why the original program used children, the innocence. But the original program funeled the powers of many children and let one adult do the codework, which obviously was bad idea. He tripped up and killed the children in the process."

"Well, being a scout, I am reasonably physically fit. And my mental abilities are nothing to scoff at either." SK44 half smiled as he wrote everything down. "And i believe that the precise application of evergy to any situation will cause it to change. This will indeed be an interesting project." He sighed a bit as he put the penicl and notebook away, "I guess my fieldwork will have to wait for a while."
