who would win if both were level 100 and have the same nature? Judging by the kinds of moves they learn and taking abilities into account, which pokemon will come out victorious?

Zangoose would win. In my opinion it's a better pokemon pretty much all round. It helps that it has the special ability 'immunity', which would prevent it from being poisoned by seviper, but it also has an incredibly high attack power and seviper is just average in most stats. Neither have any type advantages, so I think zangoose would probably win!
