It's more like a stale mate. Picard is smart and Kirk is able to fight. Picard does not really fight like Kirk could. This debate could remain unanswered forever. I go with both.

If you want my $.02, which you may not, then Kirk is a superior physical being.
Picard is a superior mental one.
Simple as that (to me).
I'm not sure on the premise of fight. But the situation is what this fight rides on.

I have no clue who'd win in a melee fight to the death, but Picard is the better Captain is highly more intelligent. He came back from being a Borg, has successfully manned through dozens of life and death situations that require above human intelligence and has been dubbed by the Q as surpassing the limits of Humanity.

My money is on Picard.
I admit it's been a long time since I've watched Next Generation (not so long since I've watched OST), but, while I love Kird to death from a personal standpoint, Picard just strikes me as the more practical tactition.
