I want to create a mithran character as an extra character to my main. If I were to stop paying for the mithran for a month or two will it be deleted? Will I be able to go back and pay for it again to access it?

Deleting a Content ID thankfully doesn't delete your character, but the character will only be preserved for 3 months, and then after that Square-Enix will delete it to save memory. If you want to start paying for your Content ID again, you need to renew it. That's an option it gives you under purhasing Content IDs. Just be careful you don't let it go over the 3 month limit, or else don't expect to see it again.
