The Phlegma District lies on the southern reaches of the city, and leads onto the Saltless Sea. Aside from the massive canal gates that launch the fishing and retrieval vessels, the District is also home tot he majority of the cities musicians, Bards, Chorus members, Ritual Magic practitioners and many Seraphim.
