If some of us decide we are going to create a past life court or kingdom, that would also result in a team today, how would they go about that?

Well, there are already some existing teams/courts that are past life going onto modern. Like, for example, take the Zodiac Court. They have a full blown out past story together (with a princess and everything!), which has transferred into the reincarnations of the past soldiers into a modern court similar to the past one.
Also, there is also Team Asteriod, led by Sailor Iris, with also a past story together. In modern story settings, they are the reincarnated team of the Past asteriods.
So to answer your question, you just need to organize the court or team and just go with it, implementing the same thing in both the past story and the modern story lines.

Actually, full-blown Courts are something you'll need to talk to staff about. Team info is something you should be able to find in the guild, with enough digging.
The Zodiacs themselves were a Meta group originally, as were the Parallels. And the Dark Mirror, if I remember correctly, were a plot brought to the staff by either a player or a then-staff member. So...really, if you're looking to do anything that might affect the shop, or shop canon, it's best to talk to the staff. Especially since they know a LOT more than me.

Well, I interpreted the question as in which they were smaller, not large scale courts. I just used a larger scale one to show that they can have affiliations in thepast and stuff. So, the Zodiacs were a meta court (as Das Tor said), and, since they are their own catagory, need staff approval. However, the second example I listed (Team Asteriod) is one of the smaller groups to which its members had affiliation with each other in both the past and the modern storyline. Those, I think, can be put together by players, without staff.
If you were, though, thinking of making a large scale group, contact staff. They'll try to help you out.
