If she had been through an "accident" with James, Temple would play for her to ease not only her heartache, but also her pain and wounds.
Telekinesis: Temple's telekinesis is limited to levitating, pushing, pulling, redirecting, and gripping objects around him. Temple also can use what he calls "the telekinetic bullet." The bullet is the projection of telekinetic energy which can be seen by the naked eye as a reddish-purple swirling ball of energy. This baseball sized psychic-energy ball is formed and directly fired from the palm by the mind at lightning speed. The energy force can dent armor, gouge the eye of a dragon, or pierce human flesh like an arrow.
Verisimilomancy: The magic of illusion. It is used in making veils and other powerful mind tricks. The only limits of Verisimilomancy is the casters imagination and power. The larger the area effected the more power it takes. These illusions can be both visual and auditory.
Evanescence: This ability provides Temple with an escape route. In a quick flash of black smoke he vanishes out of sight. He can't go too far. It only allows him to disappear and reappear somewhere that he could see.

Eventually they ended up, in a dump of an apartment, in Brooklyn. Temple and his mother have his father's drinking and gambling to thank for this decline in standards of living. Temple's Father, James Chroi, was a very wealthy man. He was a lawyer that was known for his success and charisma in the court room and even more for his philanthropy. Everyone adored James. He was charming, funny, intelligent, and generous. That is precisely what attracted Temple's mother to him. Temple's mother's name was Rose Dessoye. She headed a community center in the ghetto. She was very compassionate and spent her days helping those in need. Most of her time was with the homeless, widows, and destitute. She would feed, clothe, house, nurture, and provide in any way she could. She did such without pay or reward. These provisions were supplied by Rose's magic. She was a witch. She used her power for good and only good. She didn't parade her powers and neither did those that benefited from it. In return Rose was given her health, happiness, and wealth of magic. Her magic came from the spirits of the witches that preceded her. Her particular lineage of witches were known as "The Nightingales." Florence Nightingale is said to have founded the practice of modern nursing. Florence Nightingale was a witch that devoted her life to helping others. She became known quickly through her work during the Crimean War. Her nickname was "The Lady with the Lamp." At night she would go from room to room to personally see to each and every wounded soldier. She culminated a following of witches that practiced under the veneer of "nurses." Those that followed her were rewarded with her power to help and heal as she did. Thus, "The Nightingales" were created. Rose was the epitome of a Nightingale. She accomplished so much on her own doing the work that she loved. It was being a part of this charitable work that Rose was introduced to James. She was smitten by his loveliness and he was captured by her beauty and compassion. After only a few months, James proposed to Rose and they were married. With the marriage came the birth of their beautiful son, Temple. The complications of marriage, demands of being parent, and strain of being a successful lawyer was too much for James. He began drinking to try to relax and sleep. He started gambling in order to have more money to work less. Eventually the stress and addictions overtook him and he became violent. Everything changed the first time he hit his wife. Temple was seven at the time. The misplaced aggression and unnecessary violence grew out of hand to the point where both of them were being abused. Rose felt helpless in the matter. She knew that she could not use her magic to harm a human being. She would be robbed of her very life. She could only care for her son through this torture, but do nothing else. She would sing to him sweetly at night after James had gone to bed. Her voice was like prayer that would heal Temple. Her sound would wrap him in a blanket of warmth and cradle him until he was fast asleep. Rose never told her son of their ancestry. She was waiting for him to come of the proper age to divulge all of this information to him. However, a violent episode of James' outrage became the turning point for Temple. It came out of nowhere. Looking back, Temple believes it was his anger that triggered his power to emerge. When he saw the danger his father was putting his mother in he knew it had to stop. His father had to stop. The threat had to be eliminated. He didn't know how, but it had to. Temple was full of rage. He had to protect his mother. The combination of it all at once overwhelmed the young boy. His powers loosed and acted upon his emotion. Temple had killed his father. At the age of 12 Temple was introduced to his magic. His white magic manifested immediately and was the easiest for him, but was not enough to heal his mother's broken heart. After the death of his father his mother passed shortly after leaving nothing but her necklace, journals, and diaries.

Okay, looks like what you have on hand is a full out character biography. To answer your question, I would say that there is no limit to how fleshed out you would get with this. If you were entering a group roleplay, you would need to provide a shorter write up, but with this, it is your own notes so there is limited harm in making this as extensive as you want.
And now onto the feedback, which is an assortment of prompts for more information and comments on what you have already.
The tattoo — it would be nice to have some explanation of how he got it, and why. Is that there as a result of him being magical, so it just appears, or did he go out of his way to get it? Maybe his parents played a role in him getting it? Also, why an octopus out of all things?
A lot of people slap on tattoos on their characters just to “be cool”. Giving some depth to your character’s markings will set him apart from the rest!
Personal Weakness/Strengths — with these two, you have focused a lot on what his powers do to him. What about his personality? To start, with people who are really good at something, one thing that is common to them is a sort of pride that could vary between confidence and arrogance. Where does Temple sit on this scale?

Thank you so much! This is exactly the help I was looking for. Let's see if I can't fill in some gaps here:
Tattoo - Temple got the tattoo simply out of his affinity for the octopus and its symbolism. The number 8 pops up in his life all the time (i.e. the age when he developed his powers) and the octopus has 8 legs (sorry for the obvious!). An octopus has the ability to camouflage the appearance of its colors and texture and is extremely malleable and can squeeze through the tiniest of places. Similarly, Temple's powers, and also his general disposition, are based around being able to put on "mask" to talk to and socialize in any type of environment, social background, and (I forgot to mention) language. In the case of enemies his empathy, illusions, and telekinesis are his defense mechanisms to manipulate and ensnare them. And like octopus spraying a cloud of black ink, Temple can disappear in an evanescence to avoid danger.
As for the octopus' symbolism, Temple is always finding more connections with it as a person, witch, healer, and psychic being.
Personal Strengths and Weaknesses - I will add in parts of his skills and personality in a more listed way here and elaborate some.
Physique - He is fit because of how often he has had to fight. I failed to mention this in his bio. The reason he fights so often, which he later found out, is because his father was paying/bribing bullies and street fighters to fight him after school. James did this because he didn't want his son to grow up a wimp. He wanted him to be able to take care of himself in human hand-to-hand combat. Temple trained his mind, craft, and body diligently.
Hair Color - His hair is naturally black, like his father. It's because of the Black-Irish Heritage. He has physically altered the color of his hair (more connection to the octopus) to distance his look from his fathers. I'll fix the blue part. That can get confusing. I should just say platinum white. The blue was an accent of highlight in the sun to "color" how white it is.
Picture - I am currently questing for said art. haha
Music - He loves Rachmaninov simply for his adventurous out put, chromatic harmonies, and because his music was so challenging. Rachmaninov had the hand width of a twelfth, which is highly uncommon, and his music is very hard to play. Temple is kind of a glutton for punishment and loved the challenge. The Russian composers were very unique in their story telling through music. I suppose it was their imagination as well that drew him to them. There are plenty of other composers he enjoys, as well.
Also, Rachmaninov is rumored to be homosexual, along with Tchaikovksy (not with each other). Temple found comfort in knowing that some of his musical role models were affiliated with the same tendencies that he possessed.
Bio - I'll add and edit it ASAP.
Father's death - I'll also edit in bio. Rose was naturally magical, as were all the witches that joined Florence. The reason his mother couldn't use her magic to hurt anyone is because of her oath that she pledges to officially become a Nightingale (explain later). Temple is magical out of inheritance, which is still natural. His powers weren't taken from him because he had not pledged an oath to the Nightingales. The spirits of Nightingales before him, that add power to their lineage, have branded him a killer and he has not yet been able to join with his ancestors in their work here on Earth. He hopes that by helping enough innocents it will atone for the death of his father. But because his magic came to fruition out of anger and were used for to kill he developed darker powers as well as his white ones.

Why would you say it limits him? Wouldn't it be the same if I made up another world and time?
I just feel like I've made him a little too weak. He needs some increase in skill level in his areas of concentration desperately. I just fear making him too "special." Adding to much uniqueness can be annoying and unfun for the people you RP with, I feel like.

◆ Wᴇᴀᴘᴏɴ(s): Temple does not have a weapon. He never had the advantage of using them in fights. His abilities have been his only aid in combat.
◆ Sᴘᴇᴄɪᴀʟ Iᴛᴇᴍs: The jewel on the necklace he wears belonged to his mother. It was an enchanted ruby that she used to focus and house her magic. Temple wears it to give his magic direction as well. It also brings him comfort as it reminds him of his mother.
╠ ʙ ᴀ ᴄ ᴋ ɢ ʀ ᴏ ᴜ ɴ ᴅ x ɪ ɴ ғ ᴏ ╣:
◆ Pᴇʀsᴏɴᴀʟɪᴛʏ: Temple is a self made extrovert. It was a necessity for him at an early age to grab the attention of those around him and distract them with humor and charm. Temple's charming and outgoing facade is his mask he wears to hide his feelings and cope with his situation. Temple is terrified of social interaction. He is an introvert at heart and would much rather be at home reading, writing, playing piano, practicing his magic, or spending time one-on-one with a close friend. Maybe one day a lover. Temple has a disdain for the worst kind of people in society. The way they lie, cheat, and manipulate absolutely infuriates him. He knows that people cannot be trusted. He believes that no one knows about true "closeness" anymore. Temple's internal dissonance in terms of his views on humanity have caused a lot of confusion in his life making relationships very difficult. Almost inachievable. Most of all,Temple is afraid of becoming more alone that he already is.
◆ Bɪᴏɢʀᴀᴘʜʏ: Temple Chroi is a young man born and raised in New York City. He and his family originally lived in Manhattan. Through the rough years of his childhood they moved all over. First they moved from their beautiful studio in Greenwich Village to an apartment in the Upper West Side to a small house in Long Island. Eventually they ended up, in a dump of an apartment, in Brooklyn. Temple and his mother have his father's drinking and gambling to thank for this decline in standards of living.
Temple's Father, James Chroi, was a very wealthy man. He was a lawyer that was known for his success and charisma in the court room and even more for his philanthropy. Everyone adored James. He was charming, funny, intelligent, and generous. That is precisely what attracted Temple's mother to him.
Temple's mother's name was Rose Dessoye. She headed a community center in the ghetto. She was very compassionate and spent her days helping those in need. Most of her time was with the homeless, widows, and destitute. She would feed, clothe, house, nurture, and provide in any way she could. She did such without pay or reward. These provisions were supplied by Rose's magic. She was a witch. She used her power for good and only good. She didn't parade her powers and neither did those that benefited from it. In return Rose was given her health, happiness, and wealth of magic. Her magic came from the spirits of the witches that preceded her. Her particular lineage of witches were known as "The Nightingales."
Florence Nightingale is said to have founded the practice of modern nursing. Florence Nightingale was a witch that devoted her life to helping others. She made profound impact during the Crimean War and reduced their death rate from 42% to 2%. Her nickname was "The Lady with the Lamp." At night she would go from room to room to personally see to each and every wounded soldier. She culminated a following of witches that practiced under the veneer of "nurses." Those that followed her were rewarded with her power to help and heal as she did. Thus, "The Nightingales" were created. Each of the Nightingales in life and after death passed down their magic to their children that chose to recite the oath and pledge their life to the cause.
Rose was the epitome of a Nightingale. She accomplished so much on her own doing the work that she loved. It was being a part of her charitable work that Rose was introduced to James. She was smitten by his loveliness and he was captured by her beauty and compassion. After only a few months, James proposed to Rose and they were married. With the marriage came the birth of their beautiful son, Temple.
The complications of marriage, demands of being parent, and strain of being a successful lawyer was too much for James. He began drinking to try to relax and sleep. He started gambling in order to have more money to work less. Eventually the stress and addictions overtook him and he became violent. Everything changed the first time he hit his wife. Temple was eight at the time. The misplaced aggression and unnecessary violence grew out of hand to the point where both of them were being abused. Rose felt helpless in the matter. She knew that she could not use her magic to harm a human being. She would be robbed of her very life. She could only care for her son through this torture, but do nothing else. She would sing to him sweetly at night after James had gone to bed. Her voice was like prayer that would heal Temple. Her sound would wrap him in a blanket of warmth and cradle him until he was fast asleep.
Rose never told her son of their ancestry. She was waiting for him to come of the proper age to divulge all of this information to him. One day a violent episode of James' outrage became the turning point for Temple. It came out of nowhere. Looking back, Temple believes it was his anger that triggered his power to emerge. When he saw the danger his father was putting his mother in he knew it had to stop. His father had to stop. The threat had to be eliminated. He didn't know how, but it had to. Temple was full of rage. He had to protect his mother. The combination of it all at once overwhelmed the young boy. His powers loosed and acted upon his emotion. Temple's father was killed almost instantly.
Temple was twelve at the time of the incident when he was introduced to his magic. Even though his dark magic that first that came to fruition they weren't so easy to control. The dark power was very taxing and too much for him emotionally. His white magic became the easiest, but was not enough to heal his mother's broken heart. After the death of his father his mother passed shortly after leaving nothing but her necklace, journals, and diaries.
Temple studied all that his mother left. In her diaries and journals she wrote of their Nightingale lineage, rituals, practices, and ambitions. He developed so much pride for his mother and the Nightingales. He wanted to be apart of that legacy and carry on in her stead. However, he soon found out that he would never be allowed to recite the oath and become one. Because he had taken a life Temple was branded a killer and would forever be forbidden.
◆ Gᴏᴀʟ(s)/Aᴍʙɪᴛɪᴏɴ(s): Temple hopes to one day be accepted as a Nightingale. He does whatever he can to use his magic to help and protect anyone who needs it. He hopes that his deeds will atone for his transgression.
