Located within the very center of the Citadel's ring, the Citadel Tower is a building to which the Council calls home. This building is mainly used for hearings of incredible importance though multiple other services and aid are provided for diplomats as well as military officials. Public access to the tower is not permitted.

Little reminder of what you're fighting for.
It was the strangest music that brought Him back from his deliriously happy yet dirty state. Almost like classical music from the 17 & 1800's that Tim liked and drove him insane. Still, the cutting motion of his Century old and still well maintained and even upgraded blade kept him grounded. Up and down as it went through the flesh he was unable to stifle all the giggles arising from his stomach. Instead he was having difficulty maintaining any semblance of control. Such beautiful victims.. all Asari had that quality about them. The need to be dominated, destroyed... used and abused as an inferior species. The fact that he had the Asari Counsellor chained up in her own bed and was currently cutting a hole wide enough to hold a bomb in her stomach was sickeningly pleasurable for him. Even though she tried hard to shift the blade and cause her own death, Bai's Reaper Tech and self sufficient VI tied to his own nervous system allowed him to keep her pinned as if it was a ten thousand pound boulder. Controlled, he let her breath but kept her immobile.
He also kept her gagged. He would need time to properly fit the bomb in and close her up before he sent her up to work. It was almost time for her to go on her annual inspection of the Destiny Ascension. Now, if she screamed, that would only rush him, increase the pain.. not that he minded much and probably make it that much more difficult since you know, somebody might call C-Sec. No, he had too much to do and the bomb was already ticking. He didn't want to blow up too.
Starting to finally drown out that horrible musical alarm that kept repeating, he noticed the Shower stop and tilted his head back, watching the most gorgeous human female he's ever seen wander over to him and plaster herself against him. Feeling her every curve as she wrapped herself around him from behind.
Quietly, opposed to normal, she watched and gently giggled as Bai finally finished making the large gouge in her body. Now, don't get me wrong, Bai loved women but if there was anything he loved more.. it was blood and inflicting torture. He just so happened to be lucky enough to have all three in this moment.
Tapping her leg and guiding her off, the Human female accompanying him took herself away to get dressed. Whistling some 21st century tune as usual. This one had a very pop-rock feel to it from what he could hear and it caused him to be fairly rough when forcing the fairly large bomb into her body. As stated earlier, thankfully she was gagged otherwise that scream easily would've been heard on the other wards.
Finishing fairly quickly after that, he used three packets of medi-gel to seal and close the wound. Only a greenish line where purple skin used to be.. Another fault that made him disgusted with anything.. inhuman. Finally, he let up on her and stood up before unchaining her and restraining her manually while his partner wandered back into the room. Whistling the same tune she had left with. "So Counsellllllor." She dragged on purposefully. Biting her lip, Bai quivered internally. He couldn't help but imagine how many ways this could go. Instead, she only desired to chat.
"I think you're overdue for a very special appearance. Thankfully.. We have a very nice car waiting to give us a ride. Maybe we can even be on time." She continued. Purring where she paused. Taking a moment to guide her finger along the Asari's head, Bai could see her slightly shiver. How indifferent.. "Now.. when I remove this vulgar thing from your pretty little lips.. you're going to stay as quiet as a mouse...okay? Or you just might miss your ride." She finished, emphasizing might with a devilish smile. Sometimes, she could even scare Bai. Although being as twisted as he was, it made the moment that much better for him. Waiting a moment to see her take a breath and hold still, she finally removed the gag. Cowardly and unfortunately she did just as they said and before she knew it, a living husk like leech was forcing itself down her throat and onto her brainstem. Although they didn't replace the gag, no sound was able to come through due to the impressive speed it took to go down the Asari's throat. Now the Asari was docile.. and cooperative.
Now, the rest would be a piece of cake. Slowly, his partner smiled devilishly to him while the Asari's facial structure slowly morphed from being completely horrified to almost.. determined to follow their orders. Bai reluctantly let go of her to test their level of control and although she stood up quickly, giving Bai pause on the devices effectiveness, she just stood still, glancing between the two Cerberus Operatives. This made his female partner giggle eagerly but he still watched with renewed curiosity. An Asari to do whatever he wanted.. oh how that could be fun. A willing participant in his sadistic games. Too bad this one would blow up eventually.
Turning away from them both, while his partner went to her closet, he raised his fist and using his shields forced the energy out to cut through the glass, quietly and effectively removing a 5x8 section and letting it fall far into the Ward. If you listened closely, you could hear it ricochet off of anything and everything. Shattering. He couldn't help his imagination as he pictured the Asari Counsellor blowing up in the center of the Destiny Ascension.. oh how beautiful it'd be. Then as if one cue, a black car floated up into the window. With the Asari's cooperation now as well, they quickly got her an outfit, while she dressed herself and guided her without issue into the back of it.
The driver was in all black armour. Not exactly a Cerberus Operative, Bai wasn't sure what to make of him but he was handy and they were all human after all, except their prisoner anyway. With a nod of understanding, they piled in and took off towards the docks to drop off Arianna and then to the citadel tower where if all had gone to plan.. Cerberus operatives and Phantoms would've gathered the other counsellors..
The Golden Day of Cerberus.
Time had raced by in this prototype as Ari and her prisoner, in casual clothes were dropped off on target. It wasn't long after that when Bai and his somewhat quiet partner emerged into the top level of the Tower to note that everyone but the Counsellors were dead. Albeit they weren't quiet, it'd be impossible for anyone to hear them from here unless Cerberus let them.
Immediately noticing his other partner tear off in some unknown direction.. as usual, he also noticed a few other Cerberus Operatives, specifically Cell Leaders lingering about. Some not interested and others bored out of their minds. Espionage was not their preference clearly but following the soon to be announced press conference, he was certain they'd have more then enough battles to fight. Although he watched his own people, he kept moving towards the Counsellors. All of them seemingly frightened. Even the Krogan and Turian which made him laugh out loud. Something about seeing a Krogan worried was too funny to ignore. Thankfully, a Phantom had come up to get him back on track.
"News Crews should be here any minute.." She whispered into his ear. His face immediately straightening out. "Interior or Exterior?" he asked, quieting his voice only slightly. "Exterior. "For Safety Reasons." She emphasized sarcastically. Clearly this phantom had been around Bai for too long. Smiling, he tapped her head and gently pushed her away.
"Then everything will go as planned.." He whispered to himself. Now completely bypassing the arguing Counsellors, he went right up to the window. A clear symbol of Cerberus and checked his Omni-Tool. The timer was ticking and it would be fireworks time in a matter of minutes.. If only the news crews would be faster..
Meanwhile:
As Bai and the other one flew off.. Arianna had gently escorted the Asari Counsellor the rest of the way to the Destiny Ascension. Although she was highly questioned at the entrance to the walkway.. both her prisoner and her got through with flying colours. Careful not to get too close, she excused herself with a whisper into her prisoners ear. "You will do everything as you originally intended.. and when you reach the bridge.. your job is done." She finished with a slight smile before walking away in stride and waving back.
"Nice seeing you Counsellor.. Don't miss the fireworks.."
With that, Arianna had disappeared. Intending to reach the tower before everything broke out, she wished to see the Galaxy as it was plunged into Anarchy by their own hands and she'd be damned if she missed it.
Back at the Tower:
As the many galactic news outlets arrived, Bai carefully watched to make sure no gunships were arriving mixed inbetween them, it was assumed they expected an announcement from the Council and instead got one Human Male. The craziest of them all.
Standing before them, Bai waved his hands and began his elaborate announcement. Cerberus revealing themselves, began to slowly escort all of the Counsellors into open view. With one Engineer on deck, Bai made sure he kept all Live connections open and broadcasting to the entire galaxy. Although the Engineer would soon be fighting an uphill battle to maintain it, the connection wouldn't need to be open for long..
Watching as his men lined up the Counsellors against the window and back up, they all raised their weapons towards the Leaders of the Galaxy before being paused by Bai raising his hand. Indicating an open connection to the News Crews just outside.
"Greetings citizens of the Galaxy. We have found that you're willingness to be governed by creatures of insignificance insulting to our species and as such, Cerberus is initiating a new galactic policy.." He said, waving his hands around dramatically as he often liked to do. "Genocide. For all Aliens and their sympathizers." He continued, his voice carrying a now deadly and cold tone. "For those loyal to Humanity, fear not, for the Golden Age is upon us. Welcome.." He paused for extra effect with a devilish smile. His men's armour making the slightest crunch as everyone readied to pull the trigger.
"A golden day for Cerberus. A golden day for Humanity!"
The crash after that echoed across the Galaxy as each Counsellor, if they had survived being shot.. plummeted to their demise. Additionally, the Destiny Ascension not so far in distance came into view.. With the news crews still briefly rolling.. Cerberus' grand assault had been initiated.. starting with the destruction of the Destiny Ascension and the Galaxies only remaining Counsellor.. Remaining alien counsellor anyway.
The shock of the initial explosion ripped the Destiny Ascension apart and even shook the Wards to their foundation but the secondary blast was an emp officially closing the connection between the Citadel and the rest of the Galaxy by any means that wasn't Cerberus endorsed.
Feeling hands creep around him, he smiled to himself knowing just who that'd be and they settled in although briefly to watch the once was docile Systems Alliance fleet change and shift into combat formation. Though.. not towards them and instead they turned on the other Citadel Defense Fleets with superior weaponry as their Silas Armoured Camouflage faded to reveal Cerberus' iconic colours.
The Dogs of war had struck first. But is this the end? Will Cerberus truly succeed or will they once again be destroyed by the power of unification?
Only time will tell as the Galaxy plunges into complete Anarchy..

Arianna tilted her head back under the hot stream of water, groaning in delight. Endless hot water. All too soon though it ended. She could hear Bai in the room with their friend whispering dark, evil things to her. Not much got past her with her heightened abilities. Sighing she shut off the shower, grabbed a towel, walked into the room and hugged Bai from behind. Quietly she watched as he scored their guest and giggled as terror filled the Asari’s eyes once more. When he tapped her leg she smiled and released him. A moment later she began humming the tune for Shatter Me as she dressed.
A few minutes later Arianna returned to find their guest ready to go. “So Councilor” she said dragging out the words before nipping at her bottom lip before choosing what next to say. There were many ways this could go, but alas she had wasted enough time showering while Bai had his fun. “I think you’re overdue for a very special appearance. Thankfully we have a nice car waiting to give us a ride. Maybe we can even be on time” she continued. Purring where she paused. Taking a moment to graze her finger along the Asari Councilors head. “Now when I remove this vulgar gag from your pretty lips, you’re going to stay quiet as a mouse…okay? Watching the Asari she slowly removed the gag. Just as Ari had assumed their esteemed guest obeyed to the letter. Suddenly without warning a living husk like leech forced itself down the Counselors throat and into her brainstem. After that there was no need to replace the gag. She would be utterly docile and compliant from here on out. Which meant that it was time to get moving. Glancing over at Bai she smiled devilishly at him and winked. She watched the reluctance in his eyes as he slowly let go and the Asari quickly stood up. Ari giggled as everything was finally coming together. Soon Cerberus would be in control.
Turning away Ari walked to the closet, pulled her music player, headphones and M-22 out and put them on. Hearing the glass hit bottom and then the whirl of their ride ascending to the window she turned back. After the Asari dressed they all got in and headed for the docks. Upon arrival Ari and her guest got off leaving Bai to go attend his next performance. They reached the Destiny Ascension where a few questions were asked but nothing that slowed them down. It had almost been too easy to board the ship. Careful not to get too close, Ari leaned in and whispered “you will do everything as you originally intended, and when you reach the bridge your job will be done.” Finishing with a slight smile she walked away and waved back. “Nice seeing you Counsellor. Don’t miss the fireworks.”
Moving at a fast pace she disappeared with every intention of reaching the tower before all hell broke loose. The thought of watching the galaxy being plunged into anarchy gave her goose bumps. Running as fast as she could Ari finally reached the tunnel and came to a screeching halt in the middle of Bai’s speech. It was marvelous to watch him as he so boldly put down the law so to speak. As she continued to watch she was struck with awe as a shock wave of destruction and death surrounded them. Absolutely giddy Ari finished crossing the floor and wrapped her arms around Bai to watch as the next wave rippled out. What appeared to be Alliance ships turned out to be Cerberus and just as they dreamed, total anarchy erupts.

Eris was seated quietly in the atrium awaiting his moment to see the Turian Councilor when the gunfire started. It was quick, it was merciless and Eris could do nothing. Even though he was a Spectre, even though he was one of the best. Without his gear, he was a sitting duck. Literally.
Thankfully, he wasn't stupid and without much thought, dove quickly behind the nearest piece of cover he could find. It wasn't long after that when the armed intruders broke through. When they did though, it all began to make sense. They weren't just enemies. They were Cerberus. They were the enemies of the galaxy and somehow, back from the dead.
'What to do what to do what to do.' he repeated over and over again in his mind as he glanced about; rapidly running out of options.
"What the ******** is tha-.." One of them spoke; Their voice's as robotic as Avinas, the Citadel VI. Garnering more curiosity with each step, Eris focused on the sounds of their movement and just as they reached the other side of his less then optimal cover, he lunged at them.
Sorry. He lunged into them. Or more specifically, right into the butt of one of their guns.
This one was not like the others though. He was different. Human. Quiet. He was a new guy. A third guy.
'Uh.. Where'd that come from..' He thought, his head now pounding as the soldiers around him laughed and held him down.
Managing to twist around as if in pain, he did manage to properly assess the situation and finally getting a set of eyes on the third man, he realized he flew different colors in general. He flew no colors. His armor coated black from head to toe and his helmet lights shining a vibrant white, he struck Eris as familiar but with the pounding, it was near impossible to place.
Then he did something odd. Very very odd. Listening to the actual dogs speak, it wasn't hard to tell that they intended to kill him and they had no intention of waiting.
'Shitty.. This is not how I saw it going down..' He mused. Remembering his friends. The living and the lost. Those he wouldn't see again and those he'd see for the first time in awhile..
Stuck in his head, he could still hear them and when they said goodbye, so did he.
Unfortunately, the galaxy wasn't ready to say goodbye yet. He no sooner heard them raise their guns, to his head, before hearing them hit the floor and being quickly pulled to his feet.
"Are you alright? Eris Maximus?" One of them asked. Almost as robotic as the dogs, they instead had a more helpful and inquiring tone. Not that it lasted though. Eris' head was still pounding and his eyes had barely opened when the most puzzling thing revealed itself. Three individuals stood before him and none of them seemed to fit together and yet, here they were. The one addressing him though was by far the most unique and.. disturbing. Too bad he could barely manage to speak. "Who..Wha.." "Shh. You're suffering fro-" "Sorry." "-As I was saying, you had a concussion and we are getting you out of here." "Then we better ******** hurry D!" The furthest one jabbed. She sounded female but with everything going on, he wasn't sure of much.
"Dammit! They're coming!" They continued. Getting more anxious, the tallest of the three grabbed her and turned her around before whispering in her ear. Meanwhile, the other, still tending to him unfortunately decided to save the rest of the medical assessment till later and grabbed him instead. Shocking him with his ice cold skin, it felt like he was made of metal..
Unfortunately, before Eris could respond or even speak, the small figure holding him leaped. Leaped right out the window...
He wasn't sure if that or the gunfire that escaped from the window scared him more but with his incredible headache, all he could do, was pass out. At least it was before the bomb went off....

3 Hours Later
It was dark and it was damp. The station the size of a planet and yet they hid in it's maintenance tunnels. With Keepers and god knows what else. The duct rats weren't too bad but they were mostly kids. They usually freaked out when they saw Dvidi though. Mila often thought they'd freak out seeing her but she was always oblivious to the fact that although she kept the suit, she shed the Cerberus colors long long ago.
"Are you okay Mila? You seem especially agitated in this moment.." He spoke up from across the secluded room. His cold metal hands analyzing the bruised and nearly broken body beside him.
"Yeah. I mean, considering we nearly got slaughtered for saving one damn Turian and we have no idea. NOT ONE- About what happened to Shade.."
She spouted in anger and irritation. Finally throwing her hands up in frustration. This did not have the desired effect though and instead of Dvidi comforting her, he managed to have one of his few organic moments and laughed. An evil like laugh but he laughed none the less.
"If I recall correctly, and I have perfect recollection, there is no way your blade would have thrown itself out that window..." He chirp'd cheerily. "I also doubt Cerberus would've chucked an extra blade out the window.. especially yours. With all your special modificiations." He continued, the awkward smile on his face only growing larger as she got more and more frustrated.
Finally, she gave up and relegated herself to rest, which would turn out to be a chore in itself but not before saying one last thing.
"I hate you. You can tell the Turian that too when he wakes up."
"Thank you Mila." Dvidi replied happily before turning back to Eris in his determination to get him fully healed. Sooner rather then later.

Everything was going according to plan. Even better in fact. The galaxy's leadership was wiped out in a single glorious attack and it would only be a matter of time until the rest of the alien scum in the galaxy joined them. It was beautiful. Until he heard his name and his moment shattered before his eyes. After all, plenty of work was before them. Pleasurable work, but work nonetheless; "Bai!" They repeated unnecessarily. "Be quick or be quiet, either way I can't promise I won't kill you. What is it?" "We have people trying to escape the tower!" They declared; as if that could be considered a surprise. "Then kill them?" It was impossible for Bai to understand how killing people was so difficult. As if, somehow it wasn't second nature to them. For Bai it was like a fish in water. He couldn't not kill people. Especially inhuman beings.
Then it dawned on him, he wasn't participating and that just wouldn't do. Slowly, the smile that so many came to fear came to light and reared its ugly head upon his lips; "But make it slow. Make it very slow.." He whispered. Almost seductively into the radio before turning towards the elevator, his grin only getting wider as he went. "Kill them all." "And someone find me Shade!"
By the time he hit the elevator and called out for the Presidium floor, a song all too fitting began to blare over citadel wide speakers and Bai, being a decently large fan, revealed his favorite toy, and pumped it once for good measure. His M-22 would eat well tonight.
