Since Ian is an existing civilian, there's no need to include the civilian portion of his profile unless you intend to revise it! I went ahead and compared the profile here to the one you have in his official profile, and it doesn't look like you've made any changes, so that part should be good to go!
As far as the Nega information is concerned, his Lieutenant and Captain weapons are both fine, but I have some concerns about his General stage weapon that I'd like to see addressed! As per
this post in the Stamper's Guide, weapons dealing with fire are generally considered overpowered or unfairly dangerous, so I'm afraid a fire meteor hammer wouldn't be very appropriate! :< You can, however, have a weapon with a magical effect. For example, it could cause burns upon contact, or cause a temporary status effect to an enemy, and the weights can certainly be made from a heavier material that would have more of an impact than the knots at his Captain stage (there could even be some sort of a light/illumination effect that would give it a similar appearance to being on fire when as it streaks through the air), but you should steer away from open flames!
